The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Job Summary: The President’s Emergency Plan for AIDS Relief (PEPFAR) Communications Advisor works with the PEPFAR Coordination Office and Interagency Health Team (IAHT) to formulate Mission-wide strategic communication plans and messages, and implement development, outreach, and communications efforts to increase awareness of PEPFAR programs in Uganda. The position will support the Senior Health Communications Advisor to plan, organize and implement public awareness campaigns in support of PEPFAR Uganda programs. The incumbent will be responsible for coordinating the interagency PEPFAR team’s input on various communication deliverables and developing required documents for internal events.
Key Duties and Responsibilities:
Strategic Communications and Information Management – 50%
Under the supervision of the PEPFAR Coordinator, the Advisor will create appropriate and strategic health messaging and strategies to deliver the messaging to targeted audiences.
- Develop and update the PEPFAR Communication Strategies. In collaboration with the Senior Health Communications Advisor, serve as PEPFAR’s point of contact for interagency health information and media relations.
- Develop and disseminate health-related public information materials through various media.
- Coordinate with PAS and U.S. government (USG) agencies to achieve maximum exposure and understanding of PEPFAR programming in Uganda.
- Ensure a targeted, coherent, and consistent message from all USG staff and implementing partners.
- Monitor local and international press coverage, and local and donor opinion, for awareness and attitudes concerning PEPFAR to gauge the effectiveness of the information dissemination strategy.
- Collaborate with interagency colleagues to monitor impact of internal communication and support strong communication avenues among the 200+ person PEPFAR interagency team.
- In collaboration with the Senior Health Communications Advisor, develop and maintain PEPFAR communication materials, including website content, fact sheets, presentations, and success stories.
- As needed, draft speeches for the Ambassador, Deputy Chief of Mission, PEPFAR Country Coordinator, and PEPFAR staff.
- Travel to the field to capture PEPFAR success stories. Establish and maintain collegial working relationships with the local media and support training sessions for Uganda press corps members to encourage accurate reporting of health activities.
- Assist PEPFAR technical teams in planning and scheduling of events and publicity to highlight the Mission’s health programs and to increase public awareness and understanding of USG assistance.
- Regularly attend PEPFAR Interagency Technical Team meetings, PEPFAR Coordination Office meetings, and PEPFAR events.
Internal USG Information Management – 40%: The Advisor will develop content for PEPFAR communications materials and events, including briefing books, program information materials and power points for high-level visits, new staff orientation, and special events.
- Work with appropriate PEPFAR interagency staff to develop, select, edit, and update program information materials, to prepare and organize briefing packets and assist with PowerPoint and other media materials.
- Support development of and coordinate PEPFAR input for interagency or U.S. Mission wide communications efforts, such as coordinating input into the annual Report to the Ugandan People from the U.S. Mission in Uganda.
- In collaboration with the Senior Health Communications Advisor, implement procedures and systems to facilitate the efficient organization, updating, and management of public information materials, including the Mission’s intranet, helping reorganize electronic information storage and initiating other innovative approaches to information management.
Public Information, Outreach and Media Relations – 10%
- In collaboration with the Senior Health Communications Advisor, the Advisor will take a leading role on all public awareness campaigns in PEPFAR.
- Working under the supervision of the PEPFAR Country Coordinator and in collaboration with the Senior Health Communications Advisor, will advise the PEPFAR Coordination Office on press and media events, organize press and media relations and events, maintain press and media contacts, develop press and media materials (e.g., press releases, brochures, etc. and coordinate with relevant staff to promote press and media coverage of PEPFAR activities.
- Advise on media and publicity opportunities and the dissemination of the Mission health information materials and messages and provide feedback on health messages and public and media reaction.
- In collaboration with the Senior Health Communications Advisor, work with PEPFAR implementing partners to organize public and media events and help coordinate site visits.
- Prepare and edit PEPFAR publicity material for external and internal audiences and events.
Qualifications, Skills and Experience:

- The applicants for the United States US Embassy PEPFAR Communications Advisor job opportunity should hold a college or university degree with significant coursework in relevant fields such as journalism, communications, public health, public relations, or international studies.
- At least three years of experience in communications or a similar position in international development.
- Language: English Level 4 – Fluent, written/spoken, including the ability to translate is required. This maybe tested.
