Job Summary: The Advisor will support the East African Community (EAC), its eight partner states and the regional digital eco-system to facilitate implementation of their regional EAC Digital Transformation Strategy furthering the development of an East African single digital market. The Digital Transformation Advisor will support the EAC Secretariat in advancing the Digital Transformation Governance Support (DTGS) framework.
The Advisor will work together with a team of experienced regional and international digital transformation advisors from GIZ and other development agencies to implement the “Safe Digital Boost for Africa” (SDBA) Team Europe initiative. Funded by EU Commission, Germany, France and Estonia, the initiative aims to accelerate the development of an African Single Digital Market by enhancing digital trade, e-payments, and e-governance within a robust cybersecurity ecosystem. In the East African context, the Safe Digital Boost for Africa (SDBA) initiative plays a crucial role in supporting the implementation of the EAC Digital Transformation Strategy (DTS). By aligning with the DTS Framework, SDBA also facilitates the implementation of the strategy as well as further structure stakeholder engagement and collaboration with others.
GIZ Uganda is seeking to recruit a Digital Transformation Advisor for its regional digital development portfolio.
Key Duties and Responsibilities: The Digital Transformation Advisor is responsible for:
- Coordinating governance structures and meetings to ensure strategic alignment and effective oversight of DTS implementation.
- Strengthening stakeholder capacity to drive the regional digital transformation agenda.
- Fostering partnerships and collaboration through stakeholder engagement and annual forums.
- Developing bankable project proposals for Development Finance Institutions to attract investment and scale DTS objectives with private sector engagement.
Key Tasks: The Digital Transformation Advisor performs the following tasks:
Support Digital Transformation Strategy Implementation
- Facilitate biannual steering committee meetings to oversee and guide the implementation of the EAC Digital Transformation Strategy (DTS).
- Ensure strategic alignment and policy coherence through director-level meetings with Permanent Secretaries.
Governance Structure Development
- Support the establishment and operationalize a dual-track governance structure for institutional development and project-specific donor programs.
- Draft guidelines for governance bodies to clarify roles, responsibilities, and workflows.
Stakeholder Engagement
- Actively engage with private sector representatives, donor organizations, and civil society to mobilize resources and incorporate diverse perspectives on the implementation of the DTS.
- Coordinate the annual Digital for Development (D4D) forum to share progress, success stories, and foster partnerships.
- Serve as a liaison between GIZ, EAC Secretariat, EU, Team Europe partners and other stakeholders from private sector and civil society.
Bankable Project Development
- Support EAC Secretariat in developing Digital Transformation project proposals to secure investment from Development Finance Institutions and the private sector.
Monitoring and Reporting
- Leverage digital tools to manage meetings, agendas, and reporting efficiently, ensuring transparency and accountability.
- Create feedback mechanisms between the EAC Secretariat and governance bodies for continuous improvement.
Qualifications, Skills and Experience:
- Master’s degree in Digital Transformation, ICT Economics, Computer Science, Information Management or related field.
Details of experience
- At least seven (7) years of senior advisory services experience in leading and implementing digital transformation projects in an international context.
- Proven experience with policy and regulatory frameworks related to digital transformation in the East African Community and its partner states.
- Strong expertise in the digital economy, as well as cross-border digital trade, including payment systems and customs procedures within EAC Region.
- Expertise on advising senior decision makers in East Africa and facilitation of networks with development partners and donors.
Knowledge, skills and competences
- Proven ability to collaborate with Development Finance Institutions as well as multiple stakeholders across public and private sectors.
- Capability to work in a multi-country project.
- Knowledge of regional policy-making processes in East African Community and experience advising on policy frameworks.
- Proficiency in project management, including planning, implementation, and monitoring.
- Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders.
- Strong analytical and problem-solving abilities.
- Ability to work independently and as part of a multicultural team.
- Proficiency in English (written and spoken); knowledge of Kiswahili or French is an added advantage.
- Familiarity with the East African Community (EAC) and its regional integration efforts.
- Capability to work effectively within a geographically dispersed team across different time zones.
- Willingness to travel across East Africa and internationally, including high risk countries.
