Job Title: National Content Officer – Measurement and Reporting

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.
Job Summary: To support the development and implementation of National Content monitoring and Evaluation framework and coordinate and be the focal point person for the timely preparation of National Content Reports.
Key Duties and Responsibilities:
- Prepare the National Content Reports.
- Leads the review of licensees’ and contractors’ reports (weekly, monthly, and quarterly statutory reports, quarterly and Annual national content reports).
- Lead the establishment and implementation of the National Content Monitoring and Evaluation framework at all levels.
- Undertake monitoring of National Content related Projects in the Oil affected regions to assess progress.
- Monitor and report on the performance of the national content activities undertaken by the IOCs, Contractors, and Subcontractors and suggest measures to improve the monitoring system.
- coordinate with communities, service providers, local governments, development partners and civil society in the Albertine Graben to ensure long term approach to participatory monitoring and evaluation process.
- Participate in the review of the internal and licensees’ National Content submissions (National Content Plans, Programs, etc.) to ensure compliance with National Content laws.
- Facilitate the coordination of special studies such as impact evaluation regarding National Content interventions.
- Support the coordination of the preparation of National Content work planning and budgeting.
- Support the sharing of National content information with stakeholders.
- Undertake any other assignments as may be directed from time to time.
Qualifications, Skills and Experience:
- A Bachelor’s Degree (Hons) in Law, Economics, Statistics, Accounting/Finance, engineering, Monitoring and Evaluation, Natural resource disciplines such as Geosciences or any related disciplines from an internationally recognized institution.
Experience
- Three (3) years of relevant work experience in the field of monitoring and evaluation, data collection, analysis and reporting in a busy and well-organized institution.
