Job Summary: The Data Engineering Lead provides technical leadership for NDWH stabilization, source-to-warehouse pipelines, data model performance, data quality, lineage, and data mart development. The position works jointly with MOH/DHI and existing NDWH teams to ensure the warehouse reliably supports national analytics, dashboards, Joint Results Framework reporting, verification evidence, and operational decision-making.
Key Duties and Responsibilities:
- Lead the NDWH stabilization plan, including performance tuning, storage and query optimization, indexing, data modeling, pipeline reliability, and operational monitoring
- Oversee design and operation of scalable ingestion pipelines from priority EMR, DHIS2/eHMIS, eIDSR, eCHIS, laboratory, supply-chain, and other approved source systems
- Establish data-quality controls for schema validity, completeness, duplication, master-data validity, referential integrity, and reconciliation
- Develop documented source-to-report lineage, metadata, data dictionaries, transformation logic, and reproducible reporting processes
- Support development of verified indicator data marts, dashboards, and data products for JRF reporting, milestone evidence, and MOH decision-making
- Manage technical work of ETL engineers and collaborate with analytics, data quality, cybersecurity, and interoperability staff
- Implement monitoring for pipeline success, latency, data freshness, failures, queue depth, and data-quality exceptions
- Mentor MOH and Ugandan partner engineers in warehouse operations, optimization, documentation, and incident response
Qualifications, Skills and Experience:
- Bachelor’s or Master’s degree in data engineering, computer science, information systems, statistics, or related field
- At least 7 years of experience in data engineering, data warehousing, ETL/ELT, or analytics engineering
- Strong skills in SQL, data modeling, performance tuning, data integration, metadata management, and data-quality assurance
- Experience with health data warehouses, DHIS2, EMRs, supply-chain data, or national reporting systems is highly desirable
- Familiarity with Python, orchestration tools, streaming data, BI platforms, and cloud or on-premise data infrastructure is preferred
- Strong leadership, mentoring, and English communication skills
