Job Summary: The Head of Network Performance is responsible for ensuring optimal availability, reliability, capacity, performance and quality of Wananchi Group’s network infrastructure across FTTH, HFC, IP, Core, Access, Transport, Voice, Video and other network platforms.
The role provides strategic and operational leadership for network performance monitoring, analysis, optimisation, capacity planning, incident trend analysis and service quality improvement.
The position will drive a data-led, proactive approach to network management, identifying performance degradation and emerging capacity constraints before they significantly affect customers or business operations.
Key Duties and Responsibilities:
Network Performance Strategy & Leadership
- Develop and implement the overall network performance management strategy.
- Establish performance standards, SLAs, KPls and thresholds across network platforms.
- Provide leadership to network performance and optimisation teams.
- Align network performance objectives with business, customer experience and technology strategies.
- Drive continuous improvement in network availability, reliability and service quality.
- Establish proactive monitoring and performance management practices.
Network Monitoring & Performance Management
- Oversee continuous monitoring of network performance and availability.
- Monitor critical network KPIs across access, aggregation, core, transport, IP, FTTH/HFC, voice and video networks.
- Identify abnormal performance trends, degradation and potential service-impacting issues.
- Establish early-warning mechanisms for network failures and congestion.
- Ensure network performance dashboards provide accurate and timely information.
- Monitor network performance against agreed internal and customer-facing SLAs.
Network Optimisation
- Lead initiatives to optimise network performance, capacity and resource utilisation.
- Analyse network utilisation and identify underperforming or congested network elements.
- Drive optimisation of bandwidth, spectrum, ports, links, nodes and other network resources.
- Work with Network Operations and Engineering teams to implement corrective actions.
- Review recurring performance issues and establish permanent solutions.
- Drive improvements in latency, packet loss, throughput, availability and service quality.
Capacity Planning
- Lead network capacity planning and forecasting.
- Analyse current and projected network demand
- Identify future capacity requirements based on customer growth, traffic trends and business plans.
- Recommend network upgrades, expansions and technology investments.
- Ensure capacity constraints are identified early enough to support timely investment decisions.
- Provide input into annual network CAPEX planning.
Fault & Incident Performance Analysis
- Analyse network incidents, outages and recurring faults.
- Identify trends and systemic causes of network performance degradation.
- Work closely with Network Operations to reduce repeat incidents.
- Lead or support Root Cause Analysis (RCA) for major network incidents.
- Track corrective and preventive actions arising from incidents.
- Monitor Mean Time to Detect (MTTD), Mean Time to Resolve (MTTR) and incident recurrence.
Customer Experience & Service Quality
- Translate network performance indicators into customer experience outcomes.
- Monitor network KPIs that directly impact customers, including speed, latency, packet loss, availability and service interruptions.
- Work with Customer Experience and Operations teams to identify network-related customer pain points.
- Investigate geographical and service-level performance trends.
- Drive initiatives to improve network experience and reduce network-related complaints.
- Support customer-impact analysis during major incidents.
Data, Analytics & Reporting
- Establish a robust network performance analytics framework.
- Develop and maintain network performance dashboards.
- Use network data to identify trends, anomalies, risks and optimisation opportunities.
- Automate network performance reporting where possible.
- Ensure accurate, consistent and timely performance data.
- Produce weekly and monthly network performance reports for management.
- Present key performance trends, risks and recommendations to senior management.
Network Availability & Reliability
- Drive improvements in network availability and reliability.
- Monitor critical infrastructure against agreed availability targets.
- Identify single points of failure and network resilience gaps.
- Work with Engineering teams to improve redundancy and network resilience.
- Monitor power, transmission, connectivity and infrastructure-related performance risks.
- Track network availability by technology, region, node and service.
Performance Governance
- Establish standard network performance management processes.
- Define performance thresholds and escalation procedures.
- Conduct regular network performance review meetings.
- Maintain performance improvement action plans.
- Ensure underperforming network elements have clear remediation plans.
- Track performance improvement initiatives to completion.
- Ensure network performance standards are consistently applied across teams.
Qualifications, Skills and Experience:
Academic Qualifications
- Bachelor’s degree in Telecommunications Engineering, Electrical/Electronic Engineering, Computer Science, Information Technology or a related technical discipline.
- Master’s degree in Engineering, Technology, Business Administration or a related field is an added advantage.
Experience
- Minimum 10 years’ experience in telecommunications, ISP or network engineering.
- At least 5 years in a senior network engineering, network performance or network operations leadership role.
- Proven experience managing network performance across large-scale telecom/ISP environments.
- Strong experience in network monitoring, optimisation, capacity planning and performance analytics.
- Experience managing multidisciplinary technical teams.
- Experience working with network monitoring and management platforms.
- Strong understanding of IP, fibre, broadband access and transport networks.
