Refactory is a Company Limited by Guarantee that was formed by four partners; Laboremus Uganda Ltd, Fontes Foundation, Youth With A Mission UK, and Clarke International University. It has been supported by funding from the Norwegian Agency for International Development (NORAD) and other donors. It is focused on equipping learners with skills to enable them get into gainful employment.
Job Summary: The Program Officer will be responsible for implementing, coordinating, and monitoring Refactory Skilling programs targeting youth living in Uganda. This role involves managing program activities, engaging with stakeholders, and ensuring the effective delivery of services to empower youth with essential technological skills for their integration and socioeconomic empowerment.
Key Duties and Responsibilities:
Program Implementation
- Develop detailed implementation plans in alignment with program objectives and donor requirements.
- Coordinate program activities, including training sessions, workshops, and mentorship programs, ensuring timely and quality delivery.
- Collaborate with partner organisations, trainers, and mentors to facilitate program implementation and maximise impact.
Stakeholder Engagement
- Build and maintain relationships with youth-focused communities, local authorities, NGOs, and other stakeholders involved in youth support and integration.
- Plan & oversee outreach activities to promote the program and engage potential participants from youth populations.
- Provide regular updates and reports to stakeholders on program progress, achievements, and challenges.
Participant Support
- Provide guidance and support to youth participants throughout their engagement with the program.
- Conduct needs assessments and develop individualised support plans to address participants’ educational, social, and psychosocial needs.
- Coordinate with partner organisations to offer any required additional services, such as career counselling and job placement support.
Monitoring and Evaluation
- Implement monitoring and evaluation frameworks to track program outcomes and assess impact.
- Collect and analyse participant progress, skills acquisition, and program effectiveness data.
- Use evaluation findings to identify areas for improvement and make recommendations for program adjustments.
Documentation and Reporting
- Maintain accurate records of program activities, participant data, and other relevant information.
- Prepare regular progress reports, narrative updates, and financial reports for donors and stakeholders.
- Ensure compliance with reporting requirements outlined in grant agreements and funding contracts.
Capacity Building
- Facilitate training sessions and workshops on program management, youth rights, cultural sensitivity, and other relevant topics for staff and volunteers.
- Provide mentorship and professional development opportunities to build the skills and capacity of program team members.
Qualifications, Skills and Experience:
- Bachelor’s degree in social sciences, international development, education, or a related field.
- At least 3 years of experience in program management, preferably in youth assistance, education, or community development.
- Knowledge of youth issues, socioeconomic dynamics, and humanitarian principles.
- Experience working with diverse populations, particularly youth or displaced persons, and understanding their unique challenges and vulnerabilities.
- Strong project management skills, including planning, coordination, budgeting, and reporting.
- Excellent communication, interpersonal, and cross-cultural skills.
- Ability to work effectively in a multicultural and interdisciplinary team environment.
- Proficiency in relevant computer applications and data management systems.
