About Organisation:
The Uganda National Oil Company (UNOC) Ltd was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream storage) Act, both of 2013 and incorporated under the Companies’ Act, 2012. It is a limited liability company wholly owned by the Government of Uganda. The overall function of UNOC is to handle the State’s commercial interests in the Oil and Gas industry and ensure that the resource is exploited in a sustainable manner.
Job Summary: To establish, track and report on project performance metrics, provide tools and guidance, and ensure alignment with UNOC’s operational excellence goals
Key Duties and Responsibilities:
- Develop, implement, and continuously improve standardized project management frameworks and methodologies across the company and its subsidiaries
- Establish and maintain project performance metrics, with a primary focus on achieving the highest possible percentage of project execution success
- Set guidelines for consistent project evaluation, reporting, and milestone tracking throughout a project lifecycle
- Oversee project performance across all business units and subsidiaries, ensuring adherence to agreed timelines, budgets, and quality standards.
- Generate regular reports for the Chief Operating Officer and EXCO, highlighting progress, risks, and recommended actions to enhance project performance.
- Facilitate risk assessments and mitigation strategies to address potential project challenges.
- Provide support and advice to project sponsors, project managers and teams, including insights and guidance on project planning, execution, and performance optimization.
- Collaborate with external joint venture partners and regulators, ensuring compliance with regulatory requirements and fostering positive working relationships.
- Act as a conduit between project teams and EXCO, advocating for project needs and aligning them with corporate priorities
- Provide strategic recommendations to the Chief Operating Officer on key project decisions.
- Ensure that the Project Support Office’s recommendations reflect both immediate project needs and long-term strategic objectives
- Support the Chief Operating Officer in driving decision-making by providing comprehensive data, trend analysis, and forecasting for project outcomes
- Identify and deploy project management tools, software, and methodologies that align with UNOC’s operational excellence objectives and improve overall project visibility.
- Train project teams on project management best practices and tools to enhance efficiency and effectiveness
- Drive the adoption of standardized project management practices across the company, ensuring consistency and clarity in project execution.
- Promote a culture of continuous improvement, identifying and implementing opportunities to enhance value
- Lead post-project evaluations to gather insights, track lessons learned and refine project management practices
- Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s)
Qualifications, Skills and Experience:
- A Bachelor’s degree (Hons) in Engineering, Project Management, or a related field.
- Possession of a PMP certification is an essential requirement
Knowledge and Experience
- Must have at least 4 (four) years in project management, preferably within oil and gas or other capital-intensive industries, with a proven track record in project oversight
- Experience in the oil & gas sector and/or global energy markets is an added advantage
- Proficiency with MS Office is required, including excellent MS Excel knowledge and application
- Proficiency in ERP systems (SAP, PIMS + Ms Applications Excel, Word, PowerPoint) + Project Management Software (Primavera, MS Project and any other)
- Strong command of project management software and tools and knowledge of the regulatory compliance in oil and gas
