Job Title: Start Up Support Supervisor CPF – Relaunch (3 Positions)

Key Duties and Responsibilities:
Project Phase :
- Become site and process system familiar,
- Review of Operating manuals submitted by Mc Dermott / Sinopec,
- Review of Operational Tests Procedures submitted by Mc Dermott / Sinopec,
- Review of Leak Test Procedures submitted by Mc Dermott / Sinopec,
- Preparation of start-up sequence, marked-up PIDs,
- Contribution to Black start procedure,
- Familiarize with ESP initial Start Up & operating,
- Creation of L4 start-up and operating procedures, including pigging procedures (using Operguid format and MyProcedure digital tool),
Population of the Routine Task lists,
- Preparation of the Operator round Check lists (using MyForms digital tool),
- Preparation of Shift report templates,
- Preparation of pre-start-up check lists,
- Coordinate with Site training coordinator for the organization of the OJT phase for new operators.
Operational Phase :
- Acts as the Delegated Operating Authority once units / packages have been HO to Company and Company PTW applies,
- Ensure safe working conditions for all personnel and perform last minute risk assessments, toolbox talks and site safety rounds,
- Performs regularly daily safety rounds and ensure proper housekeeping and restore anomalies ASAP,
- Identify downgraded situations and propose mitigating measures; then ensure that these mitigation measures are applied,
- Contribute to the reporting of anomalies, incidents, STOP CARD; participate to the investigations including Cause Tree Analysis and apply corrective actions as necessary,
- Participate to the Risk Assessment
- Participate to PTW audits,
- Participate to the Weekly Safety meeting,
- In case of emergency situations, ensure proper safeguarding of process facilities and follow up requests of the Production Superintendent,
- Follow strictly the Inhibition and override Management system, ensuring CCR teams are fully in compliance,
- Ensure correct follow up of defined mitigation measures of SIMOPS dossiers (on CPF), PTW, Job Safety Analysis and DGS,
- Opening of all deemed high risk permits on site,
- Ensure that all mechanical and electrical isolations, flange tagging and logging, flushing, pressure test and start up programs are fully prepared and executed when required.
Activities (SU / Operations / Production/ SIMOPS)
- For system start-up, drive the whole Production team on CPF side through the start-up sequence. Ensure adherence to the SU procedures; Identify gaps or issues and propose action for correction.
- Follow-up the implementation of Production operations programs in coordination with Field Engineer,
- Ensure that all the set-up of the facilities is within the process limitations and in line with the objectives of Production/Injection,
- Ensure smooth and proper Start-Up of the ESP and good follow-up and ramp-up,
- Plan / Organize all routine & non-routine activities of field operator and control room operator team on CPF,
- Ensure adherence to chemical injection guidelines,
- Ensure that the daily and weekly sampling program has been properly executed and recorded,
- Coordinate with Logistic for the top-up of chemical on CPF,
- Participate to the Pre-Job Meeting,
- Contribute to the preparation of the PTW dossiers,
- Review latest site conditions and open daily authorized PTW on the behalf of the Production Superintendent.
- Ensure proper Close out of PTW (works commissioned, isolation removed and location in safe and clean conditions)
- Ensure proper daily event reporting and update of all relevant routine check lists and operator round logs,
- Ensure and check the daily production reporting on production issues (shortfalls, wells parameters, activities),
- Verify the status of all inhibitions at each shift and crew change (ESD/F&G/DCS/Packages),
- Ensure at shift change that the actual status of the facilities is known to the incoming shift,
- Contribute to analysis of the production loss and propose corrective actions,
- Lead resolution of abnormal production situations,
- Contribute to operational feedback on production issues,
- In case of malfunctions, create or make sure that a clear notification is raised with the correct priority,
- Highlight miss-function, compile all relevant documentation, participate to investigations and to the establishment of a diagnosis, propose corrective actions and enforce agreed corrective actions. Contribute to ESD report,
- Prepare operational procedures and specific procedures including during shutdown preparation, as per OPERGUID format,
- Contribute to the update of engineering documentations (PID, Safety logigrams, Operating procedures and standing instructions).
Team Leadership
- Supervise the activities of CPF Field operators and Control Room Operators (SU Support Team and Production team),
- Contribute to the yearly assessment of personnel,
- Ensure proper handover between shifts,
- Organize all the crew change for the SU Support Team Personnel and ensure systematic hand-over at crew change (complete status of the facilities and standing instruction enforced),
- Assist to train production team members in liaison with Site training coordinator,
- Contribute to improve skills and know-how of teams.
- Context and environment
- The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda.
- Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s.
- Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site.
- The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.
- Multicultural environment: Contractors/subcontractors are anticipated to be located in various parts of the world.
- Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.
- Starting up the plant safely,
- Efficient operations, always acting in the best interest of TEPU in the spirit of the TotalEnergies behavior skills (Boldness/Listening/Mutual support/Cross functionality). Set the example for the entire team,
- Under supervision of the Production Superintendent and SU leader, ensure compliance with Statutory and Company HSE standard and procedures related to his field of activities,
- A particular attention is given to the performance of the SIMOPS activities, in due respect with the company policy (HSE, code of conduct and rules),
Member of the ERT,
- Coaching Production team.
Qualifications, Skills and Experience:
- Diploma of Higher Education or BTCE. Education on operational safety, production operations, well operations
- Minimum Professional experience > 10 years, and 3 years in similar position
- Good technical skills in O&G,
- Knowledge of ESPs operation,
- Conversant with DCS based process control,
- Good knowledge of TotalEnergies HSE Safety Rules, SIMOPS, PTW System, or equivalent in Oil & Gas industry.
- Ability to work under pressure and stressing conditions,
- Ability to lead a team- Natural Authority,
- Responsible and able to take decisions,
- Adaptability and ability to work in an international environment,
- Good communication skills. Clear and concise reporting both verbal and written,
- Fluent in English (>3.5).Valid medical certificate per company standards.
