Job Summary: The Technical Specialist – HIV/TB will provide technical leadership and quality assurance for the HIV and TB components of the project, ensuring that interventions are implemented to a high technical standard and in accordance with Uganda Ministry of Health policies and guidelines, Global Fund requirements and relevant international standards.

  • The postholder will work closely with the project team, Uganda Country Office, Ministry of Health, District Health Teams, health facilities and community structures to strengthen the quality, integration and performance of HIV and TB interventions across the project, including HIV prevention, testing, linkage, treatment and differentiated service delivery; community-based HIV programming for adolescents, key and vulnerable populations and PLHIV; and TB contact investigation, screening, referral and TB preventive treatment.

Key Duties and Responsibilities:

  • Technical leadership and implementation
  • Provide technical leadership and guidance for HIV and TB interventions, ensuring alignment with Ministry of Health policy, Global Fund requirements and international standards.
  • Support HIV prevention for adolescent girls and young women, adolescent boys and young men and other at-risk populations, including PrEP/PEP, testing, demand creation and linkage to services.
  • Provide technical guidance on integrated HIV services for fisherfolk and other key and vulnerable populations, and on differentiated HIV treatment, care and retention support.
  • Guide TB contact investigation, screening, referral and TB preventive treatment, and strengthen HIV, TB and community-health facility referral and linkage systems.
  • Support development of technical guidance, training materials, SOPs and job aids for programme implementation.
  • Quality assurance, monitoring and capacity strengthening
  • Ensure interventions meet national technical and quality standards; review programme and health information system data to monitor performance and identify gaps.
  • Provide technical input to work plans, monitoring frameworks, programme reviews and donor reports.
  • Lead supportive supervision, mentorship and quality improvement at district, facility and community levels, and build capacity of staff, District Health Teams and community structures.
  • Government, partner and community engagement
  • Maintain strong relationships with the Ministry of Health, national HIV and TB programmes, District Health Teams and health facilities.
  • Strengthen engagement of PLHIV networks, CBOs, CSOs, VHTs and other community structures in programme implementation.
  • Represent Malaria Consortium in relevant technical working groups and coordination forums, and support engagement with TASO and other Global Fund partners.

Qualifications, Skills and Experience:

  • Master’s degree in Public Health, Infectious Diseases, Epidemiology, Medicine, Disease Control or a related health discipline.
  • At least seven years of relevant professional experience in HIV and/or TB programme implementation or technical assistance, with substantial experience across both HIV and TB.
  • Substantial professional experience in Uganda, with strong knowledge of the national health system, HIV and TB policies, service delivery structures and reporting systems.
  • Demonstrated experience working with the Ministry of Health, District Health Teams, health facilities and community structures.
  • Strong technical knowledge of HIV and TB prevention, testing, treatment, care and differentiated service delivery, and experience using routine and national health information system data for monitoring and quality improvement.
  • Experience providing technical assistance, mentorship and capacity strengthening to programme implementers.
  • Ability to translate national HIV and TB policy and guidance into practical implementation approaches at district, facility and community level.
  • Strong analytical, facilitation, mentorship and stakeholder engagement skills, with excellent written and verbal communication in English.
  • Willingness and ability to travel regularly within Uganda, including to project districts.
  • Experience implementing or providing technical leadership to Global Fund-supported HIV and/or TB programmes in Uganda.
  • Previous HIV and/or TB programme experience in Acholi and/or Lango, particularly the Cluster 1 implementation districts.
  • Experience with adolescent HIV prevention, PrEP/PEP, community-based ART delivery, fisherfolk or other key populations, TB contact investigation and TB preventive treatment, and working with PLHIV networks and community-led organisations
