United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs and international crime. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices.
Key Duties and Responsibilities:
- Draft and submit Inception Report containing the assignment methodology, work plan, stakeholder engagement strategy and reporting framework.
- Conduct and Submit Situational Assessment Report incorporating: • Current-state assessment. • Criminal justice information system review. • Information flow and business process mapping (“As-Is” and “To-Be”) of relevant/priority/core business processes. • Legal and policy review. • Institutional gap and risk analysis. • Recommendations for reform.
- Draft and Submit the Criminal Justice Information Exchange and Referral Governance Framework and Draft Standard Operating Procedures (SOPs).
- Submit the Final Governance Framework, Final SOP Manual, Stakeholder Consultation Report, and Implementation Roadmap for the implementation of the Criminal Justice Information Exchange and Referral System (CJIX-R) pilot, including governance arrangements, implementation phases, monitoring arrangements, institutional responsibilities, key risks, sustainability considerations, and recommendations for phased implementation.
Qualifications, Skills and Experience:
- An advanced university degree (Master’s degree or equivalent) in Information Technology, Information Systems, Computer Science, Software Engineering, Digital Transformation, Business Information Systems, Public Administration, Information Management, or a related field is required.
- A first-level university degree in one of the above fields in combination with two (2) additional years of qualifying professional experience may be accepted in lieu of the advanced university degree
- At least five (5) years of progressively responsible professional experience in enterprise information systems, digital transformation programmes, or public sector technology reforms is required
- Demonstrated experience in business process analysis and re-engineering, enterprise architecture, systems integration, and workflow optimization is required. )
- Proven experience in the design and implementation of large-scale government information systems and interoperable digital platforms is required. )
- Demonstrated expertise in developing governance frameworks, information exchange mechanisms, interoperability solutions, and Standard Operating Procedures (SOPs) for digital systems is desirable
- Demonstrated knowledge of information governance, data governance, cybersecurity, digital government, and information-sharing frameworks is desirable
- Proven experience working with government institutions, justice sector institutions, or public sector reform programmes is desirable
- Experience working with Justice, Law and Order Sector (JLOS) institutions, United Nations entities, or other international development partners is desirable
- Languages
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
