Key Duties and Responsibilities:   The main responsibility of the position holder’s:

HSE

  • Act as an interface between Contractors and Company on Road safety aspects to ensure there is compliance with the road safety standards.
  • Focal point for all road safety KPIs for associated contractors and ensure the KPIs are well documented and reported on time.
  • Coordinate with the contractor focal point (nominated RSC) on all road safety initiatives and actions.
  • Assess the contractor drivers’ competencies by continuously profiling the drivers under the scope of responsibility

Main Activities;

  • Ensure the driver training programs are implemented by the associated contractors by ensuring they meet the required standards, authenticity, and validity of the certifications.
  • Consolidate a database for all contractor drivers including all driver requirements i.e. driving license, defensive driving training, medical fitness certifications, rewards, and sanctions.
  • Closely follow up with the associated contractors on the implementation of the driver’s reward and sanctions policy.
  • Coordinate with the site HSE in the implementation of the Alcohol and Drugs spot checks on associated drivers
  • Coordinate the associated contractor drivers fatigue management procedure by ensuring the drivers are compliant with the defined working hours and closely follow up the associated drivers recuperation periods by having records of associated drivers timesheets.
  • Coordinate and conduct road safety awareness programs with associated contractor drivers and supervisors for example Safe Driver campaigns etc.
  • Ensure the IVMS installed by associated contractors meets the defined standards, parameters, and KPIs.
  • Assess the standards of the vehicles mobilized by associated contractors by performing spot inspections.
  • Assess the associated contractor’s vehicles and driving performance by reviewing the IVMS data and ensuring applicable sanctions and rewards are implemented.
  • Ensure all vehicles and driving HSE events are well reported within the defined reporting parameters and in due time
  • Closely follow up on the implementation of all actions arising from anomalies, incidents, accidents, and audits.
  • Coordinate the participation of associated contractor drivers in the monthly and quarterly road safety toolbox meetings, campaigns, and other sensitization initiatives.
  • Coordinate with associated contractors to develop road risk assessments and ensure the mitigation measures are communicated to.





Qualifications, Skills and Experience:

  • Education: Degree in relevant discipline.

Professional experience:

  • Minimum 3 years’ experience in Transport and Logistics operations systems especially Vehicles and Driving Operations., and Data Acquisition Systems with Situational Intelligence.
  • In-depth knowledge of In in-vehicle management Systems, On onboard computers and systems for vehicle tracking, and Previous field experience in Oil and Gas Logistics and operations.
  • Excellent understanding of international, regional, and Uganda Road Safety requirements and regulations, Road safety acts, East African Community traffic regulations, and Uganda traffic regulations.
  • Good knowledge and experience in database management and reporting including MS access, word, project, and Excel. Multicultural awareness, environmental awareness, organization, adaptability, and anticipation skills, computer literate, Knowledge and experience with Journey Management Plan procedures.
