Job Summary: The GBV in Emergencies (GBViE) Officer is responsible for the rapid implementation of GBV prevention and response activities, ensuring that GBV concerns are integrated into emergency response activities. This role involves direct service provision (case management), community awareness, and staff training in high-pressure, rapidly changing environments
Key Duties and Responsibilities:
- KRA 1: Communicating for Influence
- Lead community engagement and awareness initiatives on GBV prevention, guiding principles, and safe referral pathways to influence positive norms and strengthen survivor-centered protection mechanisms.
- Deliver GBV trainings to community structures and frontline actors, strengthening knowledge on safe identification, referrals, and adherence to SOPs and inter-agency standards.
- Ensure ethical communication and strict confidentiality of GBV data, uphold information-sharing protocols, and escalate protection concerns to supervisors to maintain survivor safety and accountability.
- KRA 2: Ensuring Impactful Implementation
- Provide survivor-centered, confidential case management, and safe referrals to relevant services for GBV survivors.
- Implement activities to reduce risks of GBV, including safety audits, and ensuring women- friendly spaces (WGFS) are safe and functional.
- Facilitate community-based protection activities, awareness-raising campaigns, and engage with community leaders to prevent GBV.
- Represent the organization in local, inter-agency GBV sub-cluster meetings to ensure a cohesive response.
- Train staff, partners, and community volunteers on GBV guiding principles, survivor-centred approaches, and referral pathways.
- Provide training to organizations and actors on GBV and risk reduction Develop messages on the types of services available to survivors of GBV, where these services are available, how communities can support survivors to access services, and the consequences of GBV and the benefits of seeking care and support,
- Advocate with peer agencies and other stakeholders to promote timely and quality responses for women and girls on protection and empowerment. Develop and maintain effective working relationship
- Offer technical support on GBV case management and counselling at government institutions.
- KRA 3: Risk, Compliance & Accountability
- Ensure strict adherence to GBV guiding principles, SOPs, and inter-agency referral protocols, proactively identifying, mitigating, and reporting protection risks to safeguard survivors and uphold humanitarian standards.
- Promote survivor-centered accountability by upholding confidentiality, informed consent, and ethical data management, while strengthening transparent feedback and reporting mechanisms within the humanitarian response system.
- KRA 4: Safeguarding, Gender Equality & Inclusion
- Ensure that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications, Skills and Experience:
- A minimum of Degree in social work, Social Sciences, Community Psychology, Adult and Community Education, Development studies or any other related field.
- A minimum of 3-year experience in working with GBV survivors and especially in a humanitarian setting and/or advocacy programs.
- Knowledge of Gender Based Violence in Emergency (GBVIE) and child protection in Emergency.
- Good understanding of GBV referral pathways.
- Good communication skills and ability to conduct training and awareness campaigns. Excellent command of English and ability to work with minimum supervision.
- Knowledge of the local languages spoken in the operation area is an asset.
- Field experience in emergency context is highly desirable
- High level of personal initiative, analytical skills and pro-active problem solving.
- Demonstrated people’s management skills. Strong interpersonal skills and ability to develop and maintain working relationships across the organization.
