About Organisation:

Texans and Ugandans on Mission (T&UM), (formerly East Africa Ministries), is an affiliate of Texans on Mission. T&UM is a non-profit organization founded in 2008 by Michael Graham Radler of the Radler Foundation and is Committed to humanitarian work and community development. We are Christians on mission to transform and empower people across the world to prosper through provision of sustainable safe water, health-promotions, and economic initiatives, while sharing the love of God.

 

T&UM is dedicated to drilling boreholes for communities, providing training on preventative health, and village savings and loans associations VSLA), engaging youth in trauma healing and talent identification through sports, and training church leaders to be agents of both physical and spiritual transformation in their communities.

 

Job Summary:   As a sustainability/ O&M Coordinator you are responsible for ensuring the efficient operation, maintenance, and sustainability of community water points. Your role involves community preparation prior to water point installation, overseeing day-to-day operations, conducting regular maintenance follow ups, and implementing sustainability measures to ensure long-term functionality. You work closely with community members, local authorities, and relevant stakeholders to promote community engagement and ownership of the borehole infrastructure.

 

Key Duties and Responsibilities:

Spiritual Leadership

  • Conducting oneself with integrity, honesty, and fairness in all interactions and business dealings. This includes being truthful, trustworthy, and adhering to high moral standards in decision-making.

  • Demonstrating and sharing the love of Christ to the people we serve.
  • Provide leadership to O&M staff and volunteers in alignment with the vision, mission, and core values.

Design of sustainability structures and actions

  • Lead initial identification of OFA communities through a process of short listing, verification and validation with District water offices. Selections should be based on T&UM philosophy statement directed by need driven by community willingness to manage and sustain the interventions.
  • Recruit community-based organizations or such water supply management structures based on T&UM sustainability partnership criteria. CBO’s structure should include local community leaders, church leaders, school leaders and community members to ensure gender equality and broad representation.
  • Lead the CBOs in the application process for acceptance into the T&UM Uganda program.
  • Responsible to engage, explain and answer questions from CBO’s regarding the T&UM Uganda – OFA community MOU.
  • Have selected communities sign the MOU.
  • Develop monthly, quarterly, and annual sustainability plans and Budgets.
  • In consultation with, CBOs and District water office propose to Regional technical team water supplies maintenance and supply chain strategies/structure and plan.

Implement Country Strategic Paper (CSP) sustainability Strategies.

  • Form and train community-based management structures such as water user committees (WUCs) in specific areas to empower them plan and manage water points in their community.
  • Regular follow up WUCs to ensure they are accountable to their part of the memorandum of understanding.
  • Ensure that WUC carry out periodic O&M fee collections from the users.
  • Communicate to WASH Program Manager any needs of rehab or repair for projects in communities that are under warranty.
  • Be familiar with T&UM global minimum standards and ensure compliance in the sustainability component.
  • Ensure the local church is intentionally involved in the sustainability plan.

Documentation Research and Reporting

  • Produce accurate, timely, concise, and high-quality periodic reports (monthly, quarterly, annually).
  • Collect, verify and synchronize accurate data using the Survey 123 data App
  • Annually review the functionality of OFA water points in consultation with the M&E officer and provide recommendations to the WASH Program Manager to guide annual planning.
  • Document best practices in sustainability for country program and sector learning.
  • Maintain an up-to-date Log /Data base of water sustainability.
  • Ensure an up-to-date record is available for O&M fees co-fund for both rehabs and new wells.

Sustainability Initiatives:

  • Implement T&UM Exit strategies to ensure sustainability after exit.
  • Develop and implement sustainability plans to extend the lifespan of borehole infrastructure and minimize environmental impact.
  • Promote water conservation practices within the community, such as leak detection and repair, and efficient water usage.
  • Guide communities to set up periodic water user fee

Community Engagement:

  • Sensitize and foster strong relationships with community members to encourage active participation in borehole management and maintenance.
  • Organize community meetings and workshops to raise awareness about the importance of clean water, borehole sustainability, and hygiene practices.
  • Collaborate with local organizations and authorities to mobilize resources and support for borehole projects.
  • Guide communities to come up with bylaws to govern their water points.

Data Collection and Reporting:

  • Collect data on water usage, maintenance activities, and community feedback to inform decision-making and improve operations.
  • Prepare regular reports on borehole performance, including water yield, maintenance activities, and challenges encountered.
  • Provide recommendations for improvements and future interventions based on data analysis and community feedback.

 

Qualifications, Skills and Experience:

  • A minimum of a university degree in a development field, namely social sciences, education, public health and any other related to water and sanitation. A post graduate diploma in Project Planning is an added advantage.
  • The post holder must have a minimum of 3 years community engagement experience working in the development field with part of the experience gained in the water sector.
  • Previous experience in community-based operation and maintenance training /work in the water sector.
  • Familiar with the new operation and maintenance framework and current best practices /strategies for operation and maintenance.
  • Previous experience maintaining petty cash, resource accountability is appropriate.
  • Experience in people engagement and management.

 

Skills and Abilities

  • Fluency in Acholi language is a must.
  • Ability in working independently and with teams to produce high-quality results in a multi-cultural setting.
  • Analytical skills and decision-making abilities even in complex and sensitive situations.
  • Proficiency in spoken and written English
  • Strong ICT skills especially Microsoft Office applications.
  • Committed to regular Christian fellowship with other Christians.
  • Emotionally & spiritually mature Team player
  • Flexible, honest, and adaptable to ever changing environments.
  • Ability to remain calm under pressure.
  • Willing to commit to long, highly interactive hours on detailed work that demand accuracy and show commitment to high-quality program standards.
  • Willing to be bound and committed to T&UM statement of Faith, Values and Ethos.
  • Able to share and demonstrate Gods love in word and deed.
  • Photography skills is an added advantage.
