Texans and Ugandans on Mission (T&UM), (formerly East Africa Ministries), is an affiliate of Texans on Mission. T&UM is a non-profit organization founded in 2008 by Michael Graham Radler of the Radler Foundation and is Committed to humanitarian work and community development. We are Christians on mission to transform and empower people across the world to prosper through provision of sustainable safe water, health-promotions, and economic initiatives, while sharing the love of God.

 

T&UM is dedicated to drilling boreholes for communities, providing training on preventative health, and village savings and loans associations VSLA), engaging youth in trauma healing and talent identification through sports, and training church leaders to be agents of both physical and spiritual transformation in their communities.

 

Job Summary:   The M&E Officer is directly responsible for strengthening the organization’s M&E framework and systems to ensure program effectiveness, efficiency, relevance, sustainability, and impact. In close collaboration with Director of Programs, the M&E Officer shall take lead conducting strategy development, oversee communication and stakeholder engagement, compilation of donor reports, well reports and periodic activity reports, and support fundraising and resource mobilization endeavors. Additionally, the M&E Officer will capture both qualitative and quantitative data sets and ensure that all the data capture systems are updated. He/she shall ensure highest level of professionalism and integrity of self while observing biblical principles and values of the organization always uphold the reputation and image of the organization.

 

Key Duties and Responsibilities:

Spiritual leadership

  • Conducting oneself with integrity, honesty, and fairness in all interactions and business dealings. This includes being truthful, trustworthy, and adhering to high moral standards in decision-making.

Strategy Development and delivery

  • Participate in the development of global program strategies, Theories of Change, and other relevant approaches.
  • Support the development of Annual Operating Plans.
  • Develop Terms of Reference from time to time to support program implementation
  • Conduct SWOT analysis for the effective implementation of program activities.

Monitoring & Evaluation

  • Develop, implement, and review a robust Monitoring and Evaluation plan.
  • Support the development, review, consolidation, and dissemination of program theories of change, log frames, M&E plans, and implementation matrices.
  • Conduct periodic program evaluations including baseline, mid-term, and end line.
  • Utilize Survey 123 in the collection of and storage of data, as well as manage OneDrive for data storage, and any other data capture systems.
  • Ensure effective and efficient data management, through but not limited to carrying out data collection, storage, analysis, and dissemination through an elaborate digital M&E system.
  • Manage data through analysis and promote learning, and to inform decision making.
  • Conduct periodic field monitoring and capacity building visits.
  • Record best practices and lessons learned for better program implementation.

Communication & Stakeholder Engagement

  • Collect and share media content including stories, photos, and videos as and when required
  • Develop a clear communication strategy in alignment with T&UM’s global strategy.
  • Oversee and coordinate internal and external information sharing.
  • Represent T&UM at district, national and international forums.
  • Support T&UM’s fundraising and resource mobilization endeavors.
  • Oversee the design, processing, and dissemination of visibility material in alignment with T&UM’s branding standards.
  • Coordinate any donor trips and hosting of such guests in collaboration with program teams.

Fundraising and Resource Mobilization

  • Participate in the development of T&UM’s resource mobilization and fundraising strategy.
  • Participate in development of funding proposals, concept notes & related activities.

Support to Human Resource Function

  • Conduct training need assessments and recommend necessary capacity building/training of staff on M&E related needs.

Support to Financial Management

  • Develop and manage the performance of annual M&E budgets and procurement plans.
  • Ensure compliance to T&UM’s financial policies, systems, and procedures.
  • Ensure timely financial reporting.

 




Qualifications, Skills and Experience:

  • A university degree in Economics, Social Sciences, Development Studies, Population Studies, Demography, Public Health, Education or any other related field.
  • A Post Graduate Diploma in M&E.
  • At least 3 years’ experience in the M&E field
  • Fluent in Luo languages preferably Acholi and Langi
  • Should be a mature practicing Christian of 25 – 45 years of age.
  • Recommendation/ introduction letter from the church leader is a must.

 

Skills and Abilities

  • Demonstrated experience with Digital Data Management Systems.
  • Strong data analysis skills including the use of Survey 123, Kobo Collect, SPSS, Epidata, and Epinfo, among others.
  • Demonstrated report writing skills.
  • Proficiency in photography and videography.
  • Strong communication and languages skills.
  • Strong critical thinking and problem-solving skills.
  • Riding skills
  • Strong multicultural engagement abilities.
  • Adaptability to new and difficult environments
  • Ability to work under pressure and produce results.
  • People interaction skills
