Job Title: Civil Engineer, Aerodrome Planning & Development

About Organisation:

Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in the country. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

Job Summary: This position exists to design and document aerodrome development plans, supervise and evaluate implementation

Key Duties and Responsibilities:

• Business Planning and budgeting process.
• Support the preparation inputs and make contributions to departmental business plans, budgets and reviews.
• Support the development, implementation and review of engineering project work-plans.

Project Management Process

• Support the preparation of detailed cost implications for each project by applying best practice Accounting PRINCIPALs.
• Participate in updating and preparation of aerodromes master plans
• Support the documentation of all projects in Aerodrome Engineering and Development.
• Support the development of detailed specifications on each project for use in monitoring and evaluation and sourcing of funding.
• Participate in Monitoring projects against the documented milestones.
• Work with contractors to ensure that they fulfill the conditions of the approved contracts.
• Ensure full compliance with the Procurement and Disposal of Assets requirements.
• Participate in project evaluation by monitoring project milestones and prepares progress reports and early warning when projects are falling behind agreed schedules.

Qualifications, Skills and Experience:

Essential Requirements

• An honors bachelor’s degree in Civil Engineering from a recognized academic institution.
• At least three (3) years’ relevant working experience in Civil Engineering practice from a reputable organization.
• AGE: 25 to 30 years.
• Must be a member of Uganda Institution of Professional Engineers (UIPE) and registered with Uganda Engineer’s Registration Board (ERB).
• Knowledge
• Knowledge of relevant ICAO SARPs.
• b) knowledge of Engineering software like CAD and Project Management software.

• The candidate should have excellent oral and written communication, and presentation skills.
• He/she should have strong conceptual and analytical skills with attention to detail.

• He/she should have a high level of emotional intelligence.
• The candidate should embody the UCAA core values and be able to influence the desired behavior.
