Job Summary: To lead and manage the Engineering Unit by providing direction to multidisciplinary design teams and ensuring timely delivery of coordinated, high-quality engineering designs. Ensure compliance with applicable standards, codes, specifications, and regulatory requirements throughout the design process. Coordinate design consultants, and other stakeholders to address technical issues and maintain alignment with project objectives. Oversee design reviews, approvals, quality assurance, risk management, and continuous improvement of engineering procedures. Oversee design compliance inspections during construction by verifying that site works comply with approved designs, specifications, standards, quality requirements and employer’s requirements, while guiding the resolution of design changes, nonconformities, and technical challenges.
Qualifications, Skills and Experience:
- Bachelor’s degree in civil engineering, or a closely related engineering discipline from a recognised institution.
- Professional engineering registration with a recognized engineering regulatory body, with a valid practicing licence.
- Membership of a recognized professional engineering institution.
- Demonstrated experience leading and managing multidisciplinary engineering teams and coordinating complex design and infrastructure projects.
- Demonstrated experience in mentoring staff, conducting performance appraisals, identifying capacity-building needs, and delivering or coordinating professional training.
- Specialist training or certification on Technical and value for money Audit, Accounting and financial management, contract administration, design and construction areas, including irrigation systems, water supply networks, hydraulic structures, pump stations, reservoirs, water tanks, drainage systems, and associated civil works.
- Master’s degree in civil engineering, Hydrology, Renewable Energy, Irrigation Engineering, Hydraulic Engineering, Water and Sanitation or related discipline from a recognised institution.
- Diploma in engineering, Hydrology, Renewable Energy, Irrigation Engineering, Hydraulic Engineering, Water and Sanitation or related discipline from a recognised institution is an added advantage.
- Training or demonstrated competence in project management, contract administration, cost control, infrastructure delivery, and technical contributions to proposals and business development.
- Proven experience managing donor-funded, lender- funded, or government infrastructure projects, including project development, formulation, implementation, and compliance with applicable funding requirements.
- Strong proficiency in engineering design and management tools, including AutoCAD or Civil 3D, GIS, and advanced engineering spreadsheets.
- Demonstrated ability to oversee multidisciplinary design processes, collaborate with teams, optimise technical solutions, support quality assurance, and provide strategic technical leadership to the Engineering Unit
- Minimum of 8-10 years of progressive professional experience in engineering, including at least 5 years in the management of teams and delivery of irrigation, water supply, renewable energy, or related infrastructure projects.
- Demonstrated experience leading engineering assessments, designs, technical reviews, construction support, and quality assurance across multidisciplinary infrastructure projects.
- Proven technical and managerial experience overseeing the design and review of pump stations, reservoirs, water tanks, intakes, drainage systems, access infrastructure, solar PV foundations, and associated civil works.
- Practical experience managing construction-stage design compliance, quality-control processes, technical inspections, nonconformities, design changes, and resolution of complex engineering issues.
- Proven ability to manage civil design consultants and multidisciplinary engineering teams, including coordinating design interfaces, reviewing technical deliverables, and ensuring compliance with approved standards and project requirements.
- Experience contributing to technical bids, proposals, feasibility studies, value-engineering initiatives, project development, and resource mobilisation, preferably for government-, donor-, or lender-funded infrastructure projects.
- Demonstrated leadership in managing design workflows, mentoring technical staff, coordinating stakeholders, and ensuring the timely and cost-effective delivery of engineering outputs
