About Organisation:
The TVET Act 2025, and the Gazette of Statutory Instrument No. 25 of 2025 established the Uganda Health Professions Assessment Board (UHPAB), which is responsible for the Assessment and Certification of health professionals under Technical and Vocational Education and Training. The ACT was assented to in February 2025, by H.E. the President of the Uganda, Gen. Yoweri Kaguta Museveni.
Job Summary: To implement plans and programs for awards and certification.
Key Duties and Responsibilities:
- Review dummy transcripts and certificates to confirm consistency with information in the candidate albums and other relevant records submitted by the health TVET provider.
- Ascertains the authenticity of the transcripts and certificates by verifying the principle attributes such as: Logo, ES and chairperson’s signature, stamp and seal.
- Prepares and submits transcripts to the Senior Awards Officer, who then forwards them to the principal. The principal subsequently submits them to the Executive Secretary for endorsement and authentication.
- Identify and correct discrepancies in documents.
- Verify academic content and cross check results with internal system.
- Guide and oversee the work of TVET Awards Clerks.
- Handle queries from institutions and candidates.
- Input accurate data into the awards system.
- Ensure secure and traceable handling of documents.
- Maintain high standards of accuracy, integrity and client service in all certification and verification processes.
- Record client personal details and obtain signature acknowledgements for accountability.
Qualifications, Skills and Experience:
- An Honours Bachelor’s Degree in Nursing or Midwifery or any Allied Heath field or Medical Education from a recognized University/Institution.
- Must have Advanced Tutors Diploma or Post Graduate Diploma in Medical Education in case he or she lacks a basic degree in Medical Education.
- Must be registered and in possession of a valid practicing license from the Uganda Nurses and Midwives Council or Uganda Allied Health Professionals Council.
- OR (For Staff who were awarded Advanced/Higher Diploma before 2002)
- An Advanced/Higher Diploma in Nursing or Midwifery or any Allied Health field from a recognized University/Institution.
- Must have a qualification in Medical Education (Advanced Tutors Diploma or Bachelor’s Degree in Medical Education or Post Graduate Diploma in Medical Education).
- Must be registered and in possession of a valid practicing license from the Uganda Nurses and Midwives Council or Uganda Allied Health Professionals Council.
- Experience: Should have trained Nurses or Midwives or Allied Health Professionals at Certificate or Diploma level in a Health Professionals’ Training Institution for at least a period of three (3) years.
- At least two (2) years working experience in setting, moderating and marking of the written and practical Assessments in a Health Professionals’ Assessment institution.

Box 236, Ntinda not later than 5.00 pm on 20th May, 2026.

- Indicate title of the post on the application form and reference number against the post.

- Relevant Documents required include the following:
- Certified Academic documents (Master’s Degree Certificate and Transcript, Post Graduate Diploma Certificate and Transcript, Bachelor’s Degree Certificate and Transcript, Diploma Certificate and Transcript, UACE, UCE).
- Certified Registration Certificates and valid Practicing Licenses for health workers who are required by law to register with relevant Professional Councils.
- Evidence of training and practice in specialized areas where applicable.
- Letters of appointment, confirmation and promotion where applicable.
- National and Current Institutional Identity Cards.
Priority should be given to only the relevant academic documents in the job specifications.

It is emphasized that:
