Job Title: Information Communication Technology Officer

Duty Station: Kampala, Uganda

About Organisation:

The Government of Uganda received funds from the World Bank towards implementation of the Uganda Secondary Education Expansion Project USEEP. The Project Development Objective is to enhance access to lower secondary education by focusing on underserved populations in targeted areas. Of the four major components under the Project, this advert will focus on component 1; enhanced access to lower secondary Education which will finance the construction of 90 new lower secondary: schools across the country and improving infrastructure in 52 existing schools in the RHAs. The supervision of project civil works shall be done through an established Project Coordination Unit where we seek to employ Assistant Engineers to carry out daily supervision of works with the view of ensuring quality of construction works.

Job Summary: To provide ICT support to the LOC and Secretariat, including ICT services required across all LOC Subcommittees.

Key Duties and Responsibilities:

  • Provide first-level technical support to the Sub-Committee in the development of ICT projects, budgets, and objectives in accordance with the National IT Project Management Methodology;
  • Support the responsible Sub-Committee in the development of project schedules, deliverables and performance indicators;
  • Act as liaison between the ICT Sub-Committee and relevant departments to facilities smooth execution of projects;
  • Coordinate and monitor the roll-out of ICT enabled services and innovations and ensuring alignment with LOC needs;
  • Conduct strategic assessments of ICT initiatives, identifying arears for improvement or risk mitigation;
  • Provide periodic reports and insights enabled services and innovations and earning alignment with LOC needs;
  • Verify the effectiveness and integrity of ICT systems and applications by conducting routine systems audits;
  • Ensure implemented technologies comply with safety, privacy and institutional standards;
  • Liaise with the Security and Safety Sub-Committee to develop a comprehensive safety;
  • Ensure timely provision of resources, facilities, workspaces and equipment for ICT and accreditation;
  • Any other duties that may be assigned from time to time.

Qualifications, Skills and Experience:

  • An Honors Bachelor’s Degree in either Information Technology, or Computer Science or related field from a reputable University or Institution.

Experience:

  • A minimum of three (3) years’ relevant working experience in ICT project implementation or systems coordination from a reputable organization.
  • Knowledge of national IT policies, standards, and project management methodologies.
  • Experience working in ICT, safety and security related duties in major football events will be an added advantage
  • Experience working in a multi-stakeholder or public sector environment will be an added advantage

Competences:

  • ICT Expertise: Experience in ICT systems and infrastructure.
  • Accreditation management: Knowledge of accreditation processes and procedures.
  • Safety and security: experience in developing and implementing safety and security plans.
  • Communication: Strong communication and interpersonal skills.
  • Problem Solving: Ability to handle unexpected issues and resolve problems
