Invitation to bid for Consultancy Services:

1.1 About Iowa State University Uganda Program (ISU-UP)

Iowa State University-Uganda Program (ISU-UP) is a registered International Non-Governmental Organization (NGO) operating in Uganda. The program functions under the Centre for Sustainable Rural Livelihoods (CSRL) at Iowa State University, leveraging research, education, and community-driven initiatives to promote sustainable development. ISU-UP is guided by a clear vision and mission. Its vision is a world comprised of responsible global citizens in thriving, sustainable local communities. Through its mission, CSRL and ISU-UP use education, innovation, and research that respects local knowledge to empower global sustainable development and thriving local communities.

1.2.     Call for consultancy

ISU UP invites proposals / bids from competent and qualified firms for the consultancy of Baseline Evaluation for ISU UP Programs. Interested consultants are requested to download the ToRs below which includes the bid submission guidelines.

1.3.     Request for clarification on bidding

1.4.     Bids submission deadline date and time.

Interested bidders should submit their bids / applications electronically by 30^th March 2026 5:00PM to isuupprocurement@iastate.edu indicating in the subject line “Baseline Evaluation for ISU-UP Program 2025–2029”

1.5       Late submissions will not be accepted.

Important Instructions:

• Do not copy ISU-UP staff or other internal emails; submissions must only go to isuupprocurement@iastate.edu
• A single email should contain both the technical proposal and financial proposal, either in PDF or ZIP format.

ISU-UP reserves the full right to cancel this process at any stage, without prior notice and without any obligation to refund costs to bidders who have participated. In addition, ISU UP reserves the right to accept or reject any applications made pursuant to the prequalification at its own discretion without assigning any reason thereof.
