Invitation to bid for M&E Dashboard Development:
1.1 About Iowa State University Uganda Program (ISU-UP)
The Iowa State University–Uganda Program (ISU-UP) is a registered International Non-Governmental Organization operating under the Centre for Sustainable Rural Livelihoods (CSRL) at Iowa State University. The program leverages research, education, and community-driven development approaches to promote sustainable rural livelihoods in Uganda.
ISU-UP is implementing Results-Based Monitoring and Evaluation (RBME) to measure key outcomes for both Kamuli and Masindi projects. A comprehensive baseline survey is ongoing and is expected to generate rich quantitative and qualitative data across multiple indicators and disaggregated groups. To ensure robust, timely, and actionable monitoring, the project requires a dynamic dashboard solution to visualize, track, and report on its performance indicators and metrics.
1.2. Call for consultancy
ISU UP invites proposals / bids from competent and qualified firms for the consultancy of the M&E Dashboard development for ISU UP Programs. Interested consultants are requested to download the ToRs below which includes the bid submission guidelines.

1.3. Request for clarification on bidding

1.4. Bids submission deadline date and time.
Interested bidders should submit their bids / applications electronically by 8th July 2026 5:00PM to isuupprocurement@iastate.edu indicating in the subject line “M&E Dashboard Development”
1.5 Late submissions will not be accepted.
Important Instructions:
- Do not copy ISU-UP staff or other internal emails; submissions must only go to isuupprocurement@iastate.edu
- A single email should contain both the technical proposal and financial proposal, either in PDF or ZIP format.
ISU-UP reserves the full right to cancel this process at any stage, without prior notice and without any obligation to refund costs to bidders who have participated. In addition, ISU UP reserves the right to accept or reject any applications made pursuant to the prequalification at its own discretion without assigning any reason thereof.
