Job Summary:   Save the Children is seeking a Chief of Party (COP) for an anticipated five-year USAID/Uganda Urban Health Activity. The goal of this activity is to address poor quality of care, congested public health facilities, uncoordinated referral system, weak community structures, limited private sector capacity, and gaps in enabling environment resulting in poor health outcomes in Kampala, Mukono and Wakiso.

 

The COP will oversee the implementation of the entirety of this activity, be the primary point of contact for USAID, provide strategic technical vision, and ensure ethical and excellent management of the activity and its staff (including consortium members). The COP will liaise with USAID, relevant Ugandan government officials, health and development donors, and other implementing partners of USAID/Uganda to cultivate open, productive, and collaborative relationships that support the implementation of this activity. The COP will be expected to identify issues and risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. The position will be based in Kampala, Uganda, for the five-year period of performance with frequent travel required to other project sites. The position will report to Save the Children’s Director of Program Operations.

 

This position is contingent upon donor approval and funding.

 

Key Duties and Responsibilities:

  • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve project objectives.
  • Ensure high quality technical leadership and oversight is in place for the program.
  • Lead team to provide proper coordination and guidance among relevant government, country-wide initiatives, community partners, NGOs, private sector, and other key stakeholders.
  • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation.
  • Establish compliance with USG regulations, procedures, and Save the Children guidelines.
  • Coordinate closely with the SC offices in administrative and HR matters, especially regarding operations and financial matters as they relate to the program.
  • Represent the Save the Children consortium with partners and key stakeholders, maintain positive relationships with USAID, relevant ministries, and the country office team.
  • Establish effective communication and coordination with personnel from the government to implement interventions and incorporate country-wide priorities.
  • Actively participate as a member of the Country Extended Senior Management Team (ESMT), contributing to country strategic plans.
  • Create and sustain a work environment of mutual respect where the project team strives to achieve excellence.
  • Incorporate SC’s vision and values and full adherence to Code of Conduct principles.
  • Closely monitor security dynamics in the project areas and report to the Country Director on significant changes in the security context.




Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree or other advanced degree (PhD, MD) in a relevant field such as public health; health systems; maternal, child and reproductive health; development studies; social sciences or management; and other relevant fields.
  • Minimum of ten years of progressive experience in a senior role managing large, complex, and integrated programs of similar scope and dollar value.
  • Proven ability to work collaboratively with foreign governments, various ministries, development partners, the private sector, and community organizations to advance health and wellbeing.
  • Demonstrated experience in successfully leading and managing multi-disciplinary teams to achieve project results in a fast-paced and complex environment.
  • Personal commitment to child safeguarding, child rights, gender equality, and social inclusion.
  • Excellent interpersonal, writing, and English language skills. Fluency in other languages spoken in Uganda will be considered an asset.

 

Desired:

  • Previous experience working on and/or technical expertise in health system strengthening.
  • S/he should have current experience working with government counterparts in different capacities.
  • Familiarity with relevant stakeholders in Uganda, including government ministries, municipalities, city corporations, donors, private sector, civil society, and other relevant stakeholders.
