About Organisation:
National Information Technology Authority-Uganda (NITA-U) is an autonomous statutory body established under the NITA-U Act 2009, The Authority is under the general supervision of the Ministry of Information Communications Technology and National Guidance (MOICT&NG). The National Information Technology Authority, Uganda was established with a mandate to coordinate, promote and monitor the development of IT in the context of social and economic development of Uganda.
Job Summary: To support the delivery of legal services of the Office, including legal research, drafting, review of registration applications and corporate secretarial support, in accordance with the Data Protection and Privacy Act, Cap. 97 and other relevant laws in force.
Key Duties and Responsibilities:
- Review registration applications to verify the completeness and accuracy of the required documents and information.
- Assist in drafting and reviewing contracts, agreements and other legal instruments, ensuring compliance with statutory and legal requirements.
- Carry out legal research on data protection and privacy and its applicability to emerging technologies, and prepare briefs and draft opinions for review.
- Support the provision of legal and regulatory guidance to entities and the general public on matters relating to the Data Protection and Privacy Act, Cap. 97 and its Regulations.
- Participate in stakeholder engagements aimed at raising awareness and promoting sensitization regarding the Data Protection and Privacy Act, Cap. 97.
- Provide corporate secretarial support for the Office, including preparation of meeting documentation, recording of minutes and follow-up on action points.
- Support the establishment of collaboration with key actors in the data protection and privacy ecosystem to promote compliance with the Data Protection and Privacy Act, Cap. 97 and its Regulations.
- Provide legal support in the handling of complaints, investigations and alternative dispute resolution, including preparation of case files, briefs and draft determinations for review.
- Support the Office in litigation and proceedings before courts and tribunals, including preparation of pleadings, filing of documents and tracking of case schedules, in liaison with the Office of the Attorney General.
- Monitor developments in the legal and regulatory regime and emerging industry trends, and support the preparation of reports on the same to management.
- Maintain the Office’s legal registry, including contracts, legal opinions, statutory instruments and case records.
- Perform any other duties, which may be assigned from time to time.
Qualifications, Skills and Experience:
Education
- A Bachelor of Laws (LLB) degree from a recognized university is required.
- A Post Graduate Diploma in Legal Practice is required.
- Enrollment as an advocate with a valid practicing certificate is an added advantage.
- Training or certification with an internationally recognized institution in data protection and privacy, privacy operations, or digital government and emerging technologies is an added advantage.
Experience
- At least six (6) months of relevant experience in legal practice, corporate legal services, regulatory or compliance work within a reputable public or corporate organization.
- Exposure to regulatory application review, complaint handling, legal drafting, legal research or stakeholder engagement is an added advantage.
- Interest in data protection and privacy and its intersection with emerging technologies is an added advantage
- A Basic understanding of Data Protection and Privacy laws.
- Good legal research, drafting and analytical skills.
- Ability to interpret and apply relevant laws, standards and regulations to a given set of facts.
- Detail oriented, with accuracy in record-keeping and documentation.
- Computer literacy and proficiency in the use of standard office productivity applications and legal research tools.
- Ability to manage multiple assignments simultaneously, and work under minimal supervision.
- Strong interpersonal, presentation, and active listening skills.
- Ability to work in a multi-disciplinary environment.
- Excellent verbal and written communication abilities
