Job Summary: Reporting to the Director of Impact Enterprise, the Hospital Manager is responsible for the overall leadership, management and operational performance of the hospital. The role ensures the delivery of safe, high-quality, client-centred healthcare services through effective leadership of clinical and non-clinical teams, sound financial management, regulatory compliance and continuous quality improvement. The Hospital Manager will drive operational excellence while ensuring sustainability, efficiency and achievement of the hospital’s strategic objectives.
Key Duties and Responsibilities:
Leadership and Management:
- Provide strategic and operational leadership to all hospital departments.
- Lead and coordinate multidisciplinary teams to ensure effective service delivery.
- Develop and implement operational plans aligned with organizational objectives.
- Promote a culture of accountability, teamwork, innovation and continuous improvement.
- Monitor departmental performance against agreed Key Performance Indicators (KPIs).
- Ensure compliance with organizational policies, procedures and clinical governance standards.
Operations Management
- Oversee the day-to-day operations of the hospital to ensure efficient service delivery.
- Ensure optimal utilization of hospital resources including staffing, equipment and facilities.
- Coordinate service delivery across clinical and support departments.
- Ensure uninterrupted availability of essential medical supplies and equipment.
- Lead emergency preparedness and business continuity planning.
Clinical Governance and Quality Assurance
- Ensure delivery of high-quality, safe and evidence-based patient care.
- Monitor compliance with Ministry of Health regulations, professional standards and MSI policies.
- Lead quality improvement initiatives, clinical audits and accreditation activities.
- Investigate clinical incidents and ensure implementation of corrective actions.
- Promote infection prevention and control standards across the hospital.
Staff Management
- Lead recruitment, onboarding, performance management and staff development.
- Build a high-performing workforce through coaching, mentoring and succession planning.
- Promote employee engagement and a positive working environment.
- Ensure staffing levels adequately support patient care requirements.
- Address employee relations matters in accordance with organizational policies.
Patient Care and Advocacy
- Promote a culture of patient-centred care throughout the hospital.
- Ensure patient rights, dignity and confidentiality are upheld.
- Monitor patient satisfaction and implement improvements based on client feedback.
- Resolve patient complaints promptly and effectively.
- Strengthen community confidence through excellent service delivery.
Financial Management
- Develop and manage the hospital budget.
- Monitor revenue, expenditure and financial performance.
- Ensure efficient utilization of resources while maintaining quality standards.
- Drive service utilization, revenue growth and financial sustainability.
- Oversee procurement planning, asset management and inventory control.
- Identify opportunities for cost reduction and operational efficiencies.
Records Management
- Ensure accurate and timely capture of operational and clinical data within the ERP system and other approved registers.
- Monitor data quality and compliance with reporting requirements.
- Utilize hospital performance data to support informed decision-making.
- Ensure confidentiality and secure management of patient and organizational records.
Stakeholder Management
- Build productive relationships with government agencies, regulatory bodies, partners and suppliers.
- Represent the hospital during inspections, audits and external engagements.
- Strengthen collaboration across departments and with external stakeholders.
- Support implementation of organizational strategies and national health priorities.
Qualifications, Skills and Experience:
- Master’s Degree in Hospital Administration, Healthcare Management, Business Administration (MBA), Public Health or a related healthcare management field from a recognized institution.
- Minimum of six (6) years’ progressive senior management experience in a hospital or healthcare setting with at least four (4) years in a senior leadership role.
- Demonstrated experience in hospital operations, strategic planning, financial management, quality improvement and people management.
- Formal leadership and management training is an added advantage.
- Strong knowledge of Uganda Ministry of Health regulations, healthcare quality standards, and hospital accreditation requirements.
- Proficiency in ERP systems and hospital information systems
- Demonstrated knowledge of the healthcare market including the competitive landscape, key healthcare providers, referral networks, insurers, regulators and other stakeholders influencing healthcare delivery.
