Job Title: Tax and Payroll Accountant

Organisation: Yaobai Cement

Duty Station: Jinja, Uganda

About Organisation:

Yaobai Cement, a subsidiary of Hong Kong-listed West China Cement, officially launched its US$300 million Yaobai Cement Karamoja plant in Nadunget sub-county, Moroto district. The facility operates as an integrated clinker plant, while finishing the product at a grinding station in Jinja, supplying the local market with high-quality, locally produced cement.

Job Summary: The Tax & Payroll Accountant is responsible for ensuring accurate, timely and compliant management of the company’s tax and payroll obligations. The accountant shall oversee tax compliance, payroll processing (preparation, review and reconciliation of payroll, PAYE, NSSF, Local Service Tax), EFRIS and DTS compliance, tax reconciliations, tax planning and advisory, as well as liaison with URA and other statutory authorities. The role shall support the business in identifying tax risks and opportunities, ensuring appropriate tax treatment of transactions and maintaining robust tax controls across the company’s manufacturing, procurement, sales, imports and other operations.

Key Duties and Responsibilities:

  • Prepare, review and process the monthly payroll accurately and within the approved payroll timetable.
  • Ensure accurate processing of salaries, allowances, bonuses, commissions, benefits, deductions, advances, new employees, employee exits and final settlements.
  • Calculate, review, reconcile and ensure timely submission and payment of PAYE, NSSF, Local Service Tax and other employment-related statutory obligations.
  • Prepare and submit monthly and periodic tax returns, including PAYE, withholding tax, VAT and other applicable statutory returns in accordance with Ugandan tax legislation.
  • Review all supplier, contractor, consultant and other applicable payments to ensure the correct withholding tax treatment is applied before payment.
  • Prepare withholding tax schedules, remit the applicable taxes to URA and ensure withholding tax certificates are issued and properly maintained
  • Maintain an up-to-date tax compliance calendar and ensure all tax and statutory obligations are filed and paid within the prescribed deadlines.
  • Perform monthly reconciliations of PAYE, NSSF, withholding tax, VAT and other statutory balances between the accounting system, payroll records, statutory returns, payment records and URA tax ledgers.
  • Prepare and post monthly payroll journals and ensure all payroll-related costs, liabilities and payments are accurately reflected in the General Ledger.
  • Perform monthly reconciliations of payroll, salary control accounts, employee advances, statutory liabilities and payroll bank payments and ensure all reconciling items are promptly resolved.
  • Ensure the correct tax treatment of employee benefits, allowances, bonuses, commissions, medical benefits, motor vehicle benefits, loans and other taxable employment benefits.
  • Review payroll master data and ensure employee records, salary changes, deductions, bank details and statutory information are accurate and properly authorised
  • Ensure appropriate controls are maintained over payroll preparation, review, approval and payment, including segregation of duties and access to confidential payroll information.
  • Prepare payroll and tax-related schedules and information required for monthly management accounts, budgeting, forecasting and financial reporting.
  • Analyse payroll costs, headcount, employee benefits and statutory liabilities and provide explanations for significant monthly and budget variances.
  • Coordinate and provide accurate information and supporting documentation for internal and external audits, URA tax audits, NSSF reviews and other statutory inspections.
  • Respond to URA, NSSF and other regulatory queries and ensure timely resolution of tax and payroll compliance matters.
  • Monitor changes in tax and employment legislation and assess their impact on payroll, employee benefits and the company’s tax obligations.
  • Identify potential tax exposures, compliance risks and opportunities for improved tax efficiency and escalate significant matters to the Tax Manager.
  • Maintain complete, accurate and properly organised payroll, tax, statutory and supporting documentation in accordance with company policies and statutory requirements.
  • Ensure all tax and payroll-related General Ledger accounts are accurately maintained and reconciled monthly.
  • Collaborate with HR, Finance, Procurement and other departments to ensure accurate employee information, supplier tax treatment and timely resolution of payroll and tax matters.
  • Review and continuously improve payroll and tax processes, systems and interna controls to enhance accuracy, efficiency and compliance.
  • Ensure confidentiality and appropriate security of employee payroll information and other sensitive tax and compensation data.
  • Support the Finance and or Tax Manager in tax planning, statutory compliance, financial reporting and other finance-related activities as required.

Qualifications, Skills and Experience:

  • A minimum of 5 years of relevant experience in taxation, accounting and payroll, preferably within a manufacturing, FMCG, construction or other large-scale business environment.
  • Sound knowledge of Uganda tax legislation, domestic taxes, customs and other statutory requirements.
  • Practical experience with EFRIS and Digital Tax Stamps (DTS).
  • Sound knowledge of tax planning, tax advisory, tax audits, tax assessments and tax risk management.
  • Experience in dealing and liaising with URA and other statutory authorities.
  • Strong knowledge of accounting principles and financial reporting requirements.
  • Strong Excel skills and experience working with accounting/ERP and payroll systems.
  • Good communication and interpersonal skills, with the ability to work effectively with HR, Finance, Procurement and other departments
  • Strong understanding of expense reimbursement processes, internal controls, and compliance requirements.
  • Knowledge of payroll accounting, social security contributions, and individual income tax regulations.
  • Experience with bank and cash reconciliations and month-end closing processes.
  • Proficiency in accounting software is preferably Oracle and financial reporting systems, with strong Microsoft Excel skills.
  • High attention to detail with strong analytical and problem-solving skills.
  • Ability to manage deadlines and maintain accuracy in a fast-paced environment.
  • Strong communication and interpersonal skills, with the ability to coordinate effectively with multiple departments and external stakeholders.
  • High level of integrity, professionalism, and ability to handle confidential financial information
