Job Title:  Recruitment and Development Officer for Uganda and South Sudan

Salary Scale: H1 (Gross Salary Range- Ugx 4,958,224 to Ugx 5,524,045)

Length of Contract: 04 months with possible extension based on funding and performance

Start Date: September 2026

Co-recipient of the 1997 Nobel Peace Prize, Humanity & Inclusion (the new name of Handicap International) is a 40-year-old independent and impartial organization working in situations of poverty and exclusion, conflict and disaster.

We work alongside people with disabilities and individuals experiencing extreme hardship, acting and bearing witness to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights.

 

HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society.

 

Job Summary:   This position will support sourcing, recruitment and staff development activities for staff in Uganda and South Sudan. The role ensures compliance with HI’s HR policies, frameworks and local labor laws, while advising managers on recruitment and learning processes. It also represents HI externally to attract talent and strengthen employer branding. In addition, the position manages training and skills development initiatives, supporting managers to build staff capacity and meet programmes’ objectives.

 

Key Duties and Responsibilities:

Mission 1: External Sourcing

  • Contributes to the assessment of aspects of the local labor market (training courses provided in the country, available skills, employer attractiveness, etc.)
  • Implements sourcing processes in his/her geographical area (e.g. interventions in training centers, trade fairs, professional social networks, etc.)
  • Communicates current employer policies to in-house and external actors.

Mission 2: Implement the Recruitment process for national positions in both Uganda and South

  • Sudan programmes: Support the manager at every stage.
  • Assists managers on how to apply the recruitment and mobility processes and ensures the process’ quality and compliance with HI policies, particularly in emergencies.
  • Is responsible for the HR part of the recruitment process in compliance with HI’s policies
  • With his/her HR manager, establishes the salary level of the candidate for the job in compliance with the current pay policy and communicates an employment offer to the candidate.
  • Establishes and coordinates a local pool of candidates and profiles, and updates it regularly, with particular regard to rare profiles, as well as a local “emergency HR” pool.
  • Helps to identify training needs, and to draft and monitor the training plan.

Mission 3: Manage training and skills development actions.

  • Contributes to the identification of skills-development needs and training in conjunction with the STRATOP.
  • Using the training plan as a basis, coordinates the overall training and skills-development provision:
  • available courses, types of support (mentoring, coaching, team learning, training, etc.) and training schedules, and ensures their in-house dissemination.
  • Monitors the roll-out of the training plan.
  • Assists managers on how to apply the skills-development processes and the performance-management processes; in particular, assists with the section of the annual review dealing with the identification of skills- development needs.
  • Ensures the monitoring and tracing of the decisions taken about skills development following the annual employee reviews or professional interviews.
  • Carries out and monitors inscriptions to training courses (agreement, confirmation, payment, travel, accommodation etc.)
  • Supports face-to-face training course logistics.
  • Ensures a link with external service providers: educational content, buying the training, negotiation, and external representation.

Mission 4: Ensure the administrative, Financial, and logistical management of skills development actions.

  • Carries out and monitors inscriptions to training courses (agreement, confirmation, payment, travel, accommodation, etc.)
  • Supports face-to-face training course logistics.
  • Ensures a link with external service providers: buying the training, negotiation, and external representation.
  • Organise or take charge of feedback or statistics.

Mission 5: Respect for HI identity, rules, and policies; In coordination with the Human Resources Manager:

  • Know, understand, apply, and respect the HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team
  • Know, understand, apply, and respect HI security rules and make sure they are known, understood, and used by their team.

Mission 6: Emergency preparedness and response

  • Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

 

Qualifications, Skills and Experience:

Mandatory

  • A Bachelor’s Degree in Human Resource Management or related fields.
  • Post Graduate Diploma in Human Resource Management
  • At least 3 years of relevant experience in the HR field in an INGO setting in both Uganda and South Sudan.

Skills & Technical Competencies

  • Proficiency in management of training and skills development actions, framework and references, office automation, and collaborative Tools
  • Proficiency in sourcing and Recruitment
  • Good understanding of the Employment laws in Uganda and South Sudan.
