Job Title: Manager, Mental Health and Psychosocial Support (MHPSS)

The Uganda Red Cross Society (URCS) is the leading local humanitarian organization in Uganda, established by an Act of Parliament in 1964. As a member of the International Federation of Red Cross and Red Crescent Societies (IFRC), URCS works alongside the government, partners, and local volunteers to provide disaster management, emergency relief, blood donor recruitment, first aid training, and healthcare services across the country.

Job Summary: The main purpose of this position is to ensure the integration and mainstreaming of MHPSS in all URCS programs including emergency response, thus ensuring provision of appropriate MHPSS services to all staff, volunteers and beneficiaries of URCS.

Key Duties and Responsibilities:

  • 1 Strategic Planning and Management
  • Lead in the dissemination of the URCS MHPSS strategy to all relevant stakeholders.
  • Lead the development of the implementation guidelines for the MHPSS strategy.
  • Ensure MHPSS is planned and budgeted for under every URCS program/project during the development of annual and quarterly work plans.
  • Lead and supervise the implementation of all MHPSS activities while ensuring conformity with national and international standards and best practices.
  • 2 Program Management and visibility
  • Support program staff to ensure smooth implementation of the MHPSS activities within schedule and budgets, including keeping track of work plans and tasks that need to be accomplished.
  • Conduct capacity building in MHPSS and provide other support to URCS staff, volunteers and beneficiaries as may be needed.
  • Organize and facilitate workshops to ensure that lessons learnt and good practices are compiled and utilized to improve future programming.
  • Keeping project management team and stakeholders informed about the progress at every program milestone.
  • Work with the communication team to ensure high quality internal and external dissemination of URCS MHPSS work and MHPSS messages for staff, volunteers, beneficiaries and the general public.
  • 3 Partnerships, Coordination and Collaboration.
  • Attend relevant coordination meetings, technical working groups and where necessary prepare and make presentations on URCS MHPSS work.
  • Attend other relevant events, such as seminars, workshops, conferences etc at national and international levels as may be required.
  • Coordinating and participating in advocacy events at national and local level in close collaboration with local partners
  • 5 Resource Mobilization
  • Lead the development of proposal for MHPSS funding and support the development of other program proposals while ensuring that MHPSS activities are well integrated and budgeted for.
  • Advocate for URCS’ MHPSS interventions with donors and humanitarian stakeholders, in cluster meetings, workshops, conferences and in other relevant fora.
  • 6 People Management
  • Establish priorities and set performance targets for supervisees.
  • Appraise staff periodically as per the established schedules of URCS
  • Ensure provision of necessary guidance, support, supervision, feedback and other management functions to supervisees in the areas of their responsibility.
  • Ensure good order and discipline of staff under his/her overall supervision
  • 8 Performance Monitoring, Evaluation & Reporting (PMER) and Research
  • Lead the development of data collection and reporting tools for MHPSS.
  • Supervise the collection, manage and effectively process program data.
  • Prepare and submit high quality periodic reports in a timely manner.
  • Closely work with PMER Manager to support PMER related requirements for projects guided by established framework and tools.
  • Contribute to URCS humanitarian research agenda including identifying new research ideas and participating in developing research proposals among others.
  • Collaborate with URCS’ partner academic institutions to conduct and publish research in related fields.
  • 9 Integration of Prevention of Sexual Exploitation and Abuse (PSEA) Policy
  • Understand and comply with all aspects of URCS PSEA Policy.
  • Ensure that all stakeholders engaged in URCS MHPSS work understand and comply with PSEA policy.
  • Create an organizational culture and foster a working environment which is free from and prevents sexual exploitation and abuse and supports the implementation of this policy.
  • Take immediate and appropriate action of reporting upon receipt of any report or complaint about SEA allegations, concerns or suspicions or retaliation related to SEA, as stated in the present policy.
  • Report SEA incidents as per reporting mechanisms established in 8.4 of the URCS PSEA Policy
  • 10 Other duties
  • Promote URCS visibility and support dissemination efforts to recruit members and volunteers.
  • Participate in any other official activities within URCS or externally as may be assigned by the supervisors.

Qualifications, Skills and Experience:

  • Minimum Bachelors’ Degree in Psychiatry, Counselling Psychology, Community Psychology or a related field from an approved, recognized and reputable university.
  • Master’s degree in Psychiatry, Counselling Psychology, Community Psychology or a related field from an approved, recognized and reputable university is required is an added advantage;
  • Minimum 5 years’ relevant work experience as a MHPSS professional with a reputable organization, preferably a humanitarian organization;
  • three (3) of the years with supervisory responsibilities in the mentioned fields.
  • Demonstrated ability to manage projects from start to finish and produce written analytic products such as reports, briefs and articles.
