WHO is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.
Background
To support sustainable integration of IPC into the health system, a National Program for Infection Prevention and Control (IPC) is currently under development. This program is expected to address long standing gaps in IPC Preparedness, Readiness and Response capacity in the country.
Key Duties and Responsibilities:
- Guide assessment of IPC practices in the health care facilities and ensure compliance with the IPC requirements for patient and staff safety.
- Identify action plans and priorities for improvement and prepare a written report according to WHO templates in collaboration with local MOH authorities and partners.
- Provide technical recommendations to partners and key players to achieve improvement actions and monitor implementation.
- According to local needs and requests, review the IPC measures implemented and advice on prevention of healthcare-associated infections in healthcare settings.
- Conduct IPC supervision and mentorship of staff at hospitals and health facilities that host the Isolation centre.
- Provide adherence guidance to clinicians during donning, doffing and ward environmental hygiene.
- Provide guidance on immediate IPC policies, resources, equipment and training needed for Isolation of infectious patients, with due consideration for the context of implementation.
- Coordinate and guide IPC case management team members according to assessed/agreed needs and priorities
- Guide Ambulance teams on disinfection techniques and ensure that systems exist for consistent disinfection of ambulance.
- Perform any other related incident-specific duties, as required by the functional supervisor.
- Monitor Infection rates among health workers involved in outbreak response.
Qualifications, Skills and Experience:
- The ideal candidate for the World Health Organisation (WHO) Infection Prevention & Control Officer job must hold a first level university degree in nursing, medicine, pharmacy, Laboratory science, microbiology or epidemiology. Certified training in the area of IPC from an accredited/recognized institute an added advantage.
- Desirable: Master’s level degree in IPC or related field. Training in a clinical care discipline and IPC course.
- At least two years of experience in developing, implementing and evaluating infection and prevention control policies, procedures and tools in low resource settings, and outbreaks and or health emergency response.
- Related experience in managing resources and working effectively in a multi-stakeholder international environment including developing and promoting collaborative actions with national authorities.
Desirable:
- Experience in evaluating novel diagnostics assays for emergency use authorization during outbreak response.
- Previous experience in UN organizations/agencies, health cluster partners, recognized humanitarian organizations, international institutions or nongovernmental organizations, particularly in developing countries.
- Proven knowledge and skills in infection prevention and control, rapid assessment techniques.
- Strong organizational and communication skills including ability to negotiate with National and international authorities and partners.
- Demonstrated ability to work effectively with colleagues at national and international levels.
- Strong ability to execute and manage national health programme.

Remuneration: WHO offers staff in the National Officer category an attractive remuneration package, which for the above position includes an annual net base salary starting at UGX 226,180,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
