Norwegian Refugee Council (NRC)
has been implementing projects for Internally Displaced Persons and Refugees in
Northern Uganda, West Nile and South Western respectively, since 1997. Having
smoothly phased-out by end of August 2014 in the North, NRC reopened from
September 2014, to compliment efforts of the Government of Uganda and UNHCR in
supporting the South Sudanese Refugees currently settled in the Districts of
Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, NRC is
implementing integrated projects in Adjumani/Arua refugee settlements.

Job Summary: The Finance Officer will support Norwegian Refugee Council (NRC) projects in

Key Duties and Responsibilities:
- The
Finance Officer will be responsible for the implementation of financial
systems and procedures according to Financial Handbook and other NRC
policies at office level - In
charge of preparing bank accounts and cashbox reconciliations - Keenly
verify that vouchers and supporting documents meet NRC standards before
payment - Ensure
timely payment of staff salaries, contractors, suppliers and other
expenditures - Ensure
sufficient cash in the bank and in the cash boxes - In
charge of the preparation of monthly financial reports and send all
relevant documents to country office - Ensure
filing of all financial documents according to NRC standards - Mentor
and develop financial staff - Technically
support project staff in financial matters - In
charge of the induction to local partners and CBOs on NRC financial
procedures
Qualifications, Skills and Experience:
- The
ideal candidate for the Norwegian Refugee Council Finance Officer
placement should hold a university degree, preferably business
administration/financial management OR other relevant educational
background combined with relevant professional experience. Prior
experience from accounting and management may compensate for lack of
formal education - The
applicant must be a qualified finance professional with financial
management experience within a complex global organization. - Solid
experience of work with windows based computer software and modern
accounting-systems - Ability
to present complex financial information in a succinct and compelling
manner - Prior
experience of developing and building capacity - Proven
leadership abilities to lead and mentor teams remotely - Past
exposure and experience working within strong control frameworks - Proven
skills and experience in report writing - Detailed
knowledge and understanding of issues in complex emergencies and crisis
contexts - Fluency
in both written and verbal English - Highest
standards of ethics and integrity - Sound
commercial acumen, analytical with the ability to interpret data/stats - Ability
to work with stress and under pressure, independently and with limited
supervision - Ability
and willingness to work and live under difficult circumstances - All
