Job Summary: The Design, Monitoring and Evaluation
Specialist will provide technical guidance and field support to the Child
friendly spaces research team working in various locations in Arua District in
terms of field coordination, logistical planning, capacity building, assessment
sampling designs, routine monitoring of all field implementation of research activities,
serve as the focal point for the data collection, collation and safe storage of
data using mobile technology, and produce summary reports, technical briefs,
and peer-reviewed journal articles. The position will be required to establish
and build the capacity of the research team in close collaboration the child
protection team, partners and other relevant stakeholders.
Key Duties and Responsibilities:
Management of
Research and Learning Logistics
- Liaise with NO to provide logistical arrangements for the research
technical team - Work closely with relevant DM&E and program staff to ensure
collaborative reporting, monitoring, and evaluation of existing CFS
programming - Conduct selection, recruitment, training, and management of
enumerators and translators when necessary - Prepare financial documents for payment of enumerators and
translators - Work with the procurement team to ensure items and materials are
purchased in a timely manner - Coordinate quantitative and qualitative data collection activities
- Work with the Qualitative Research Manager to ensure all research
assistants and enumerators are supervised, guided, mentored and supported
to undertake research - Together with the Qualitative Research Manager, provide management
and supervision for ongoing monitoring activities to maintain fidelity to
the research plan - Ensure strong leadership in Child and Adult Safeguarding within the
research - Development and adaptation of research tools and methodologies
- Review quantitative tools, and under the guidance of the research
director and/or research coordinator, adapt, pilot, and finalise them for
cultural and contextual relevance. - Assist in designing cluster level sampling framework for the
different research waves - Support regular translation of data and findings to research team
Collation and Safe
Storage of Data
- Undertake management of data collection technology backbone
- Ensure privacy requirements including but not limited to enumerator
phones, computers, etc; securing informational privacy of data collected - Collating programme records in a coherent system
- Liaise with local service providers to collect and collate programme
referral records - Track programme service and behavior incident referrals monthly and
ensure appropriate reporting procedures are kept by programme staff - Track programme attendance daily and collate in weekly reports to
ensure accurate attendance reporting procedures are kept by programme
staff - Track all required process-related indicators and collate in weekly
reports - Ensuring safe, confidential storage of all data
Data Entry and
Reporting
- Ensuring prompt and reliable electronic data entry using Excel
- Together with the Qualitative Research Manager, ensure appropriate
and timely translation of all research documents - Conduct basic, preliminary analysis of data following baseline,
endline and follow-up data collection - Provide periodic summary reports to the research team in a timely
manner (based in New York & Uganda) - Provide weekly reports to the line supervisor in a timely manner
- Produce 1st draft of all technical reports
- Draft text to support peer-review journal article development
- Ensure key findings from the measurement processes in Wave one, two
and three are shared with World Vision management and external entities as
advised by the immediate supervisor
Learning and Other
Duties
- Ensure Learning events are conducted for direct & partner
implemented projects before the closure of the project in order to
document learnings and best practice for future programs. - Ensure all data, reports, and records are clearly organized archived
in a central location for future reference. - Ensure WV is well represented at field level related working groups
and forums Ensure information sharing, Consultation, Participation &
Complaints and response of affected people is integrated as a mainstream
element of the research - Ensure the effective coordination with DME staff at the National
Office for the progress of CFS project - Where necessary, liaise with external agencies to ensure the project
activities are correctly understood, and are able to receive necessary
support (including community engagement activities)
Qualifications, Skills and Experience:
- The applicant for the World Vision Design, Monitoring and Evaluation
Specialist job placement should preferably hold a Master’s degree
preferably in the field of social sciences, public health, project
planning and management, statistics or development studies - At least five years of experience in the field of Operational
research, monitoring and evaluation, assessments especially in emergency
context - Extensive knowledge of research quality assurance process including
Institutional review approvals, translations, mobile data collection
methodologies, etc. - Thorough knowledge in writing technical reports especially in child
protection, psychosocial support and mental health. - Thorough knowledge of humanitarian operations coordination and
cluster operations in a refugee context is essential. - Fluency in spoken and written English.
- Fully competent in MS Excel, and Word.
- Proven experience in managing competing research and assessment
priorities, designing and developing rigorous assessment methodologies,
monitoring and evaluation plans, and reports, preferably in humanitarian
settings - Proven experience in leading Surveys (mix methodologies) from
designing to report writing. - Proven experience in budgeting and field level facilitation of
different stakeholders - Experience in quantitative, qualitative, and community-based
participatory methodologies and data collection including survey design,
implementation and analysis - Experience working on research with children and thorough
understanding of ethical requirements of such work - Ability to train, mentor, and manage teams of local enumerators
- Must be able to function effectively in a fluid and complex work
environment and to set appropriate priorities and deal effectively with
numerous simultaneous requirements with multiple partners and stakeholders
