UDHA seeks to fill the positions below following a Subgrant award to implement the HIV/TB activities supported by the Global Fund through The AIDS Support Organization (TASO) Uganda ltd, the Second Principal recipient of the Global Fund. The Sub-grant aims at supporting the implementation of Uganda’s Response to the HIV/AIDS and Tuberculosis.

 

Job Summary:   The CLM Officer will be responsible for Supporting, training and monitoring CBOs/service users to collect, collate, analyse data about health service delivery at selected Health facilities in a district and use this data to provide feedback at different layers like the community itself, the health facility team and the district leadership among others with the aim of advocating for improvements in service delivery in Malaria, Tuberculosis, HIV among others.

 

Key Duties and Responsibilities:

Supporting CBOs to collect Health facility and community data collection quarterly

  • Carry out routine support to CBOs using agreed upon tools
  • Support CBOs to Upload all data & documentation collected using appropriate and or recommended tools
  • Support CBOs to use data collected for facility level engagement & advocacy for better health service delivery
  • Carry out verification of results or data collected to ensure proper methods are used
  • Map out stakeholders and Advocacy opportunities or platforms in the district to whom CBOs will provide feedback

Support CBOs to use CLM data to engage facility leadership and other stakeholders (HUMCs)

  • Conduct feedback meetings at different levels with the relevant stakeholders
  • Triangulate Community perceptions through observation and verification using other data sources including facility-based records
  • Ensure engagement with target populations including PLHIV, Malaria people with TB, KPs, youth, AGYW, and men, in order to uncover issues affecting HIV, TB and Malaria service delivery.
  • Strengthen the capacity of local service users to be able create demand and to engage in local advocacy and community engagement activities
  • Develop strong relationships with community members, local partners, and other community and traditional stakeholders in the area

Monitor implementation of key action points to assess if service quality improves; Where issues remain unresolved,

  • Together with the CBOs routinely engage facility staff, and health unit management committees to discuss the quality-of-service provision at facility level as revealed by the data collection.
  • Collect reports on facility level activities as generated by the CBO/monitors
  • Engagement with other partners and stakeholders to strengthen local advocacy and influence changes at a community level.
  • Address any challenges that need immediate resolution on the same day at the site to ensure that patients are able to access the services they need

Documentation of best practices, success stories, and lessons learnt

  • Collect individual stories where specific issues arise
  • Review CBO reports and provide guidance to ensure accuracy of information.

Finance, admin and M&E

  • Ensure that financial and administrative procedures are adhered to properly in line with organisational requirements.
  • Provide timely reports as required on a monthly basis detailing progress
  • Other related tasks, as required.



Qualifications, Skills and Experience:

  • Minimum bachelor’s degree: statistics, quantitative economics, Development Studies, social sciences or public health.
  • Other certificates, diplomas in M&E, Project planning & management will be an added advantage.
  • Experience in community data collection /Research is of added advantage
  • At least three years’ experience and involvement in HIV/TB/Malaria and Key populations programs
  • Demonstrable experience in organising, advocacy and/or mobilisation at a community level;
  • Knowledge and experience in participation in Health-related programs-HIV, TB, Malaria
  • Appreciation and substantial knowledge in community engagement, human rights, gender consideration and programming
  • Comfortable working with or willingness to learn to use new technologies and data bases.
  • Self-motivated and able to work without direct supervision
  • Good written and verbal communication skills
  • Able & willing to travel frequently within the region and at times across the country.
  • Fluency in the local language in a region will be an added advantage
  • Working in teams Communicating with impact
