Uganda Solar Energy
Association (USEA) was started in 2016 with support from the Ministry of Energy
and Mineral Development. USEA is a private sector membership body whose role is
to enable growth of the off-grid solar energy sector through coordination,
information sharing, building capacity of its members and carrying out joint
advocacy. USEA has a membership of more than 130 member companies.
Job Summary: The Program and Advocacy Officer is primarily
responsible for translating policy platforms into effective advocacy actions
for the Uganda Solar Energy Association. The Advocacy Officer is to inspire
donors and policymakers to increase their commitment to solar energy through
funding and/or advocacy to support the most effective methods of increasing
quality energy access across Uganda. The position will be expected to handle
both day to day program management duties and to contribute to the development
of new projects while also leading in select advocacy campaigns and at times
representing the organization in conferences, meetings, or with media
appearances.
Key Duties and Responsibilities:
- Hold frequent meetings with Uganda government officials, donors, and
other relevant actors to carry out a plan of action related to increasing
solar energy access as well as to advance the overall advocacy agenda of
the organization. - Develop creative and innovative lobbying tactics in coordination
with appropriate members of the solar fraternity. - Draft and produce legislative updates, call-in-day scripts, and
materials for advocacy, communications and media on solar energy issues,
including briefing papers, opeds, and other advocacy-oriented materials. - Anticipate possible advocacy developments and outcomes and prepare
contingency plans and strategy adjustments. - In consultation with MPs and relevant government bodies, prepare
testimony or statements for Parliamentary hearings, briefings or debates,
and advocacy letters to relevant officials. - Develop media contacts and serve as public spokesperson as needed to
advance the advocacy agenda of the organization. - Represent the organization at coordination meetings organized by
NGOs, the Ugandan government, donors, think tanks, and other relevant
institutions. - Collaborate with fellow stakeholders to advance the organization’s
thinking on key issues and to support the achievement of USEA’s mission. - Contribute to USEA’s organizational fund-raising efforts by meeting
donors, contributing to donor proposals and reports, helping to organize
Board and donor tours, and giving public presentations on issues of
strategic importance to USEA. - Provide technical expertise to the members to help guide and support
better policy and practice among donors and practitioners. This may
include writing or contributing to technical documents, and providing
trainings, convening or participating in workshops or conferences. - Management and administrative responsibility for select program(s)
that may be running - Responsibility to, with other staff, develop new project ideas,
draft plans, establish relevant local partnerships, and secure grant
support; - Handle external communications, draft and implement communications
and advocacy strategies; - Initiative and assist in research projects and report productions.
- Perform any other duties as assigned
Qualifications, Skills and Experience:
- The applicant must hold a relevant academic background (Bachelor’s
degree in journalism, political science, international studies or other
relevant field) - A strong sense of initiative and ability to work independently;
- A demonstrated commitment to increasing energy access and renewable
energy in Uganda - Strong knowledge of Solar energy and its impact in sub-Saharan
Africa. - Knowledge of advocacy, administration and management, or the
politics of Uganda - Prior experience in project and grant administration and management
- Experience with public communications and outreach, including
writing press statements and appearing in media - Positive attitude and work
- Ability to travel easily in within Uganda
- Fluency in English and proficiency in local Ugandan languages
