Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.

Job Summary:   The Programme Policy Officer (Emergency
Preparedness & Response Officer) will be responsible for all actions
related to Emergency Preparedness and Response Programmes in WFP Uganda. These
actions are a key component of WFP’s preparedness and response to emergencies.
The Officer will be in the foreground of discussions with the Government,
communities, UN agencies and first responder organisations on Disaster
Preparedness and will advise on capacity strengthening activities to (semi-)
Government actors in the field of emergencies. The incumbent will be
responsible for the preparation of EPRP by liaising with other stakeholders
such as the Government, communities, UN agencies, NGOs and Red Cross
organisations. The incumbent is also responsible as the liaison between WFP and
other national stakeholders concerning Early Warning Systems.

Key Duties and Responsibilities: 

• The Incumbent is required to provide technical guidance to support
  the Uganda CO in developing an EPR road map and developing EPRP and
  Concept of Operations for several types of disasters: rapid and/or slow
  onslaught disasters (floods, landslides, or droughts) and for epidemics.
• The responsibilities of the Programme Policy Officer (Emergency
  Preparedness and Response Officer) are divided into different workstreams:
  Facilitation of the EPRP exercise, Follow-up and Communication.
• Facilitation of the EPRP exercise
• Brief Management and Heads of Units on the EPRP and its
  implementation process.
• Facilitate the risk assessment session.
• Explain to Management and Heads of Units how to fill-in the MPA and
  ERA checklists and assist them in order to assure these are completed.
• Create and be in charge of the emergency folder(s).
• Ensure the CDs approval of the filled-out templates.
• Ensure the roll-out of the EPRP to Area Offices/Field Offices.

Followup

• Compile all unit checklists (MPA, ERA) and submit to Management for
  final approval.
• Ask ICT to create an EPRP folder on the shared-drive. Put the risk
  assessment, check-lists and other EPRP related documents in the folder.
• Feed the EPRP information into EPweb to keep the country’s
  preparedness profile updated.
• Periodically send out reminders to Heads of Units to respect the
  deadlines set.
• Ensure that the overlapping points are identified and communicated
  properly between the respective units.
• Coordinate the monitoring of the critical indicators for the risks
  identified.
• Ensures that the exercise is repeated at least once a year.

Communication

• Communicate the developments of the EPRP;
• Communicate to Management, if one or more Critical Indicators have
  been passed.
• Communicate and liaise with RBN and the HQ Early Warning structures
  on the development and monitoring of risks identified.
• Communication of EPR related issues to relevant internal and
  external partners.

Representation of
WFP in inter-agency meetings regarding EPR issues.

Qualifications, Skills and Experience:

• The ideal candidate for the United Nations UN World Food Programme
  (WFP) Programme Policy Officer (Emergency Preparedness & Response
  Officer) job placement should hold a post-graduate university degree in
  social sciences, development studies or another relevant field.
• Specific studies on DRR and/or EPR desirable
• A minimum of six to ten years of experience in Humanitarian work,
  International Development and/or DRR/EPR
• Proven Experience and in-debt knowledge of operations around
  Emergency Preparedness and Response Package
• Excellent knowledge and experience in capacity strengthening of
  government and civil society institutions;
• Flexibility and excellent communication skills
• Strong analytical, planning and writing skills
• Has gained experience in implementing technical programs (i.e.
  nutrition, etc.).
• Has implemented programmes and provided input into designing
  operations.
• Has provided input into policy discussions and decisions.
• Language: Fluency
  in oral and written English.

Competencies:

• Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
  variables and contextual factors that affect food assistance problems and
  programmes throughout the lifecycle to inform quality programme design or
  re-design.
• Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and
  consolidate quantitative and qualitative information from different
  sources (e.g., market studies) to inform transfer modality selection and
  programme development.
• Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to
  interpret basic data in the context of WFP specialised fields to
  contribute to technical programme design, implementation and monitoring.
• Emergency Programming: Displays capacity to provide inputs into the development,
  implementation and realignment of high quality emergency programmes.
• Strategic Policy Engagement w/ Government: Develops thorough recommendations using
  multiple inputs (e.g., government counsel, research, own experience) to
  strengthen national or subnational entities and government owned food and
  nutrition security programmes.
