Job Summary: The Monitoring and Evaluation Officer will lead the design, implementation, and operation of M&E systems from project initiation to closeout. She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results, providing regular project reports.
Key Duties and Responsibilities:
- M&E Framework Development
- Design and implement a comprehensive M&E framework aligned with program objectives.
- Develop and strengthen monitoring, inspection, and evaluation procedures.
- Develop key performance indicators (KPIs) and impact indicators to measure program success.
- Data Collection and Management
- Create and maintain data collection tools and systems.
- Ensure timely and accurate data collection from all project activities.
- Manage and analyze program data using appropriate software and tools.
- Reporting and Analysis
- Prepare regular reports on program progress, expenditures, and achievement of project outputs.
- Conduct in-depth analysis of program data to identify trends, challenges, and opportunities.
- Provide feedback to the project manager on project strategies and activities.
- Impact Assessment and Quality Assurance
- Design and conduct baseline, midline, and end line surveys.
- Monitor the sustainability of the project’s results.
- Ensure data quality and integrity through regular audits and verification processes.
- Capacity Building and Training
- Train program staff on M&E processes and tools.
- Provide training and mentoring to partners and staff to ensure the implementation of strong M&E systems.
- Strategic Support
- Recommend improvements to the logical framework.
- Suggest strategies for improving project efficiency and effectiveness.
- Identify bottlenecks, risks, and issues in completing project activities and develop mitigation plans.
- Research and Learning
- Manage research activities and integrate outcomes and lessons learned into the project.
- Facilitate learning sessions to share M&E findings with program staff and relevant stakeholders.
Qualifications, Skills and Experience:
- Bachelor’s degree in Statistics, Economics, Social Sciences, or a related field.
- 7 plus years’ experience in the design and implementation of M&E in development projects.
- Strong knowledge of M&E methodologies, tools, and best practices.
- Proficiency in data analysis software and data visualization tools.
- Extensive experience in designing tools and strategies for data collection, analysis, and report production
- Proven ICT skills, especially in developing MIS software using database platforms
- Expertise in analyzing data using statistical software (e.g., SPSS, Stata, R)
- Advanced proficiency in Microsoft Excel and data visualization tools.
- Strong training and facilitation skills for capacity building.
- Excellent project management and organizational abilities.
- Superior analytical and data interpretation skills.
- Ability to design and implement comprehensive M&E frameworks and tools.
- Strong report writing and presentation capabilities.
- Capacity to work effectively with diverse stakeholders.
- Meticulous attention to detail and commitment to data accuracy.
- Adaptability and openness to change in managing complex situations.
- Receptiveness to critical feedback and ability to consider differing viewpoints.
- Proactive in soliciting feedback on personal impact and behavior.
- Excellent verbal and written communication skills.
- Ability to work both independently and collaboratively in a team environment.
- Strong time management skills with a track record of meeting deadlines.
- Good understanding of gender issues in the development context.
