Job Summary: The Program Manager is responsible for developing and implementing WITU’s digital economy program for young women, overseeing its strategy, objectives, and impact. They manage program delivery, coordinate with multiple teams, guide project managers, and lead efforts to connect graduates with employment opportunities in the digital economy. This role involves creating long-term goals, ensuring effective communication across WITU, and strategically aligning the program with the organization’s main objectives.
Key Duties and Responsibilities:
Performance Oversight to management team
- Overall oversight of the project
- Act as Main contact for the project with program partners
- Ensure the project adheres to organizational policies, standards, and best practices
- Manage the performance of the Project team
- Provide guidance, coaching, and support for staff development and growth
Strategic Direction
- Provide strategic guidance and direction to the project
- Make high-level decisions that impact the project’s direction and outcomes
- Ensure the project aligns with the organization’s overall goals and objectives
Program Development and Implementation
- Oversee the development and execution of the program, leading the day to day operations of the initiative at WITU. Maintain an up-to-date program work plan.
- Align the program with WITU’s objectives and current digital economy trends
- Ensure efficient project cost management and lead day-to-day operations
- Lead with program work planning and budgeting together with WITU program staff in coordination with the consortium partners. Creating long- and short-term plans, including setting targets for milestones, adhering to deadlines and allocating resources
- Undertakes field visits to monitor the implementation of programming and introduce corrective measures where needed.
- Identifying and managing potential risks and liabilities of the program, ensuring that various program staff members actively contribute to it. Provide a quarterly program risk report to the director and consortium lead, clearly indicating progress made on addressing the risks identified.
- Develop contingency plans and adjusting programming to respond to new and emerging operational challenges for the organisation
- Assess the needs of persons of concern in a participatory manner and design programming that responds to the gaps identified.
- Lead on effective decision making on the program to ensure the smooth operation of the program, providing strategic direction and guidance to key stakeholders (Consortium partners) and staff members
- Collaborate with the Consortium to ensure that the program impact measurement tools and framework are developed and maintained while taking into consideration WITU’s corporate RBM interests.
- Performing quality assurance on the project through review and sign off of contracts, quarterly narrative and financial reports, impact results and insights and other expected program deliverables. Develop and maintain a quality assurance plan.
- Participate in capacity building sessions for the consortium partners as and when the need arises.
Digital Economy Leadership
- Stay abreast of digital economy trends and incorporate them into training programs
- Engage with key stakeholders in the digital economy ecosystem
- Identify opportunities for digital innovation within the program
Job Development and Employer Engagement
- Develop comprehensive understanding of job market dynamics and hiring trends
- Actively engage with employers to create job opportunities for program graduates
- Source job leads and facilitate connections between graduates and employers
- Strategically expand WITU’s presence in targeted job markets
Team Leadership and Capacity Building
- Ensure that the program staff is exposed to the necessary capacity building initiatives so that they can implement effectively. This includes safeguarding, financial management, impact measurement, communications to mention but a few
- Coach and develop the Career Services team in employer navigation and graduate advocacy
- Empower the team to capitalize on job leads and manage local employer relationships
- Manage project staff to ensure timely delivery of project deliverables
Monitoring, Evaluation, and Reporting
- Supervise the team to ensure that WITU is meeting its quarterly and annual reporting requirements to the program in a timely and accurate manner
- Collaborate with the consortium lead and other consortium members to ensure that there is a functional impact measurement framework
- Ensure that WITU is meeting the program’s data protection and privacy guidelines in the collection, storage and reporting of participant data
- Implement WITU’s RBM tools to assess program impact and generate data for decision-making
- Track and report on key metrics, including job placement rates
- Analyze job market data to refine strategies and improve outcomes
Budget Management and fundraising
- Oversee the development and management of program budgets as per the program guidelines
- Implement budget control measures to support job opportunity creation for graduates
- lead fundraising initiatives to secure continuous funding for the project, ensuring its sustainable operation and growth.
Stakeholder Management and Communication
- Represent WITU in the program steering Committee, actively contributing to program decision making, development of program strategies and their implementation in WITU
- Build and maintain relationships with program partners, employers, and other stakeholders
- Collaborate with the marketing team to promote the program and its graduates
- Represent WITU in relevant forums and discussions in relation to the program
- Participate in operational program check-ins with consortium lead, providing regular updates to ensure alignment.
- Ensure that all safeguarding incidents in the initiative are handled to their logical conclusion, working together with the gender and safeguarding lead.
Innovation and Continuous Improvement
- Identify and implement innovative approaches to digital skills training and job placement
- Collect and incorporate feedback from employers and graduates to improve the program
- Optimize the use of technology, including the WITU New Graduate Job Board
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in business management, computer science, Information technology degree.
- 5 – 7 years of experience in similar roles
- Masters Degree in business management, computer science, Information technology degree.
- Relevant experience in program management, ICT4D and leadership
Skills and Abilities
- Understanding of the Project Management Institute (PMI) framework
- Understanding of the Results Based Management Framework (RBM)
- Excellent communication, interpersonal and negotiation skills
- Proven leadership skills – has experience leading a team of at least 10 people.
