1)  Project Description

 

The goal of the “GREENER” project is increased gender responsive social and ecological resilience to climate vulnerability in targeted ‘hotspots’ of the Albertine Rift region of Uganda through incorporating gender responsive climate mitigation and adaptation response strategies into local practices so that socio-economic assets, livelihoods, and ecosystem services are protected from climate induced risks.

OUTCOME 3: Gender responsive/equitable livelihood resilience options implemented.

OUTCOME 4: Gender focused climate-smart knowledge, attitudes and practices enhanced.

 

The project will be targeting the River Waki is a sub catchment of Lake Albert Eastern Catchment which is part of the Lake Albert Basin and is of immense importance from the conservation perspective owing to its ecosystem diversity, high species richness, and endemism. However, this area also corresponds to a landscape where (subsistence and commercial) agricultural activities and oil/gas exploration fields feature alongside key protected areas of global significance.

 

Beyond critical biodiversity concerns, there are also socio-economic vulnerabilities facilitated by the natural resources’ degradation and climate impacts in the region. Core to JGI‘s hypothesis is that biodiversity conservation and healthy ecosystems contribute positively to reducing socio-economic vulnerability to shocks for people living in biodiversity- rich areas, and that improved resilience for people can in turn incentivize and enable them to engage in biodiversity conservation and sustainable natural resource management. Additionally, the convergence of gender with climate change and biodiversity is critical in forging sustainable options and resilience of impacted communities.

 

2) Project Target Beneficiaries

 

 

The project will be targeting a projected 2,150 households immediately adjacent to the River Waaki buffer zone. There are at least 50 households per village in the 42 villages that abate River Waaki in the targeted

 

Sub Counties. Based on an average household size of 4.95 in the target Sub Counties/Districts, this translates to approximately 9,900 persons, of which approximately 50% are women

 

3) Purpose Of Study

 

The baseline will measure the status of all outcome and impact indicators and provide additional information within the project context which are related to the project themes of gender, social and ecological resilience, and climate vulnerability.

 

4) Study Scope

 

The content scope will broadly cover assessing key parameters in the target communities including:

The study will be conducted in Budongo & Kabango Sub Counties in Masindi District, and Biiso & Kihungya Sub Counties in Buliisa District.

 

Methodology:

The consultant will develop a comprehensive study methodology that will be reviewed during an inception phase. A mixed survey design is preferred for this study; with clear methods, techniques and processes of sampling, data collection, analysis and reporting.

 

The Consultant should develop a methodology in consideration of the information outlined in the Terms of Reference (ToRs) to ensure accuracy and rigor. The choice of the methods and techniques must adhere to measurement of variables under the study scope; and should answer all the survey questions.

 

Deliverables

  1. Inception report;
  2. Draft baseline report;
  • Final baseline survey report. Two (2) hard copies and soft copies of the report of maximum 25 pages (excluding preliminary pages and annexes);

 

  1. The report should be structured as follows:
  • Title page (title of assignment, author(s) of report)
  • Table of contents
  • List of tables and figures
  • Executive summary (maximum 2 pages; summarizes ToR, methodology, findings, lessons, conclusions and recommendations)
  • Introduction (background of study, contextual issues, methodology)
  • Findings (addresses requirement from ToR)
  • Conclusions (well supported by evidence from findings)
  • Recommendations (realistic and clearly set out and cross referenced to the relevant section within the main body of the text)
  • Appendices (supplementary data: questionnaires, maps, full ToR, list of resources/references etc).

 

  1. Dataset with raw data in soft copy.

 

Timeframe: The baseline field survey is expected to start on the 1st of July 2024 and proceeds systematically. The entire assignment should be delivered within 30 working days including planning, data collection and analysis as well as submission of final report and other deliverables related to the task.




Qualifications / Expertise Required: JGI is looking for a consultant with the following minimum qualifications:

  1. Advanced university degree in Social Sciences, Development Studies, Environmental Science, and Natural Resource Management and other related qualification from a recognized institution.
  2. Should have at least 5 years of proven and well-documented experience in conducting participatory research methods and techniques and quantitative research in rural contexts with bias to project/programme evaluations.
  3. Excellent writing skills (English).
  4. Experience of conducting research in two of more on the thematic areas of gender, social and ecological resilience, and climate vulnerability.
  5. Understanding of the context/ situation and stakeholders in Bunyoro sub-regions in Uganda.

 

Proposals Evaluation Criteria

The technical and financial proposals will be evaluated according to the following criteria:

  1. Profile of the firm/ consultant in relation to the task (5%)
  2. Composition and skillsets of the research team (10%)
  3. Interpretation and understanding of the TOR (5%)
  4. Technical and financial proposal (50%)
  5. a) Evidence of demonstrated relevance experience and skills with contactable references (30%)

11) Submission Should Include:

  1. Technical and financial proposals for conducting the exercise, with a clear interpretation of TOR;
  2. Team composition and time allocation, description of the methodology, breakdown of Consultancy cost for the overall assignment in UGX etc.
  3. A capability statement, including demonstrated ability to execute the assignment.
  4. Updated curriculum vitae of the consultant team; clearly spells out qualifications and experiences aligned to the tasks.
  5. Commitment that the consultant team will be entirely engaged if consultancy if awarded.
  6. Attach evidence of recent organizations where the services of the consultant/ team or firm have been utilized.
