Job Summary: The Programme Policy Officer (Head of Field Office) will plan and manage field operations to ensure the effective and efficient implementation of various programmes under the Field Office within the allocated resources.
Key Duties and Responsibilities:
Programme Management
- Oversee the complex WFP Food Assistance and resilience related assistance activities which involves food security, agriculture and market support, nutrition, Financial Literacy asset creation and livelihoods and any new programming implemented under the Field Office.
- Provide technical direction to cooperating partners, and exercise designated approval authorities.
- Lead and contribute to the design of new WFP programs/projects/activities.
- Evaluate proposals and applications as a member of Technical Evaluation Committees.
- Support activity startup, including preparation of concept notes, analyses and documentation required to secure funds.
- Support coordination amongst WFP implementing partners and with local stakeholders e.g., other IPs, cooperating-country government counterparts, non-governmental organizations, and donors.
- Provide recommendations to strengthen activities based on evidence generation, field monitoring, or evaluations.
- Oversee cooperating partner compliance with bilateral government agreements and performance expectations.
- Coordinate donor missions in area of responsibility including developing Itineraries and actual implementation of missions.
- Lead all aspects of the project management cycle ensuring high-quality inception, work plans, implementation, and reports that comply with internal and donor requirements.
- Ensure all project funds are fully accounted for and financial reports and documentation are accurate and in-line with project delivery.
- Support Monitoring & Evaluation (M&E) Officer in reporting through timely provision of weekly and monthly narrative reports and review to ensure quality and accuracy.
- Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFP’s operations and performance with regular and timely submission for Area/Country Office review to inform efficient operational planning and decisions.
- Ensure all project operations and interventions adhere to government legal requirements, internal policies, and donor compliance.
- Ensure all project management processes comply gender and social inclusion, PSEA and Accountability to affected persons.
Technical and Strategic Leadership
- Serve as the Head of office for Kyenjojo Field Office
- Advise on interpreting, explaining, clarifying WFP policies, Country Strategic Programme (CSP), strategies and programs to the staff, partners, and stakeholders in the area of operation.
- Provide technical expertise during the preparation of key annual planning and reporting documents including the Annual Performance Plan, Work plan and Budget for the area of responsibility.
- Effectively line manage, mentor, and hold accountable, Field Office staff to deliver impactful projects that are coordinated and aligned to deepen impact and collaboration as a programme portfolio meets the needs of the communities.
- Hold accountability for the security of WFP staff, operations, premises, and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed.
- Actively participate and contribute towards Annual Country reporting (ACR)
- Work with key stakeholders and implementing partners to improve the quality of outcomes of Nutrition, food security and Livelihoods related activities by applying evidence-based guidelines, best practices/ approaches, and tools.
- Work to ensure technical and programmatic synergy between WFP, District Local Governments (DLG), and other development partner programs.
- Lead the preparation of reports and responses to a wide range of requirements including responding to requests for information from Area and Country Office.
Coordination
- Coordinate closely with Area Office Technical Units such as Crisis response and partnerships, Communication for Development (C4D), Nutrition, Research Assessment & Monitoring (RAM), Food systems and Resilience to ensure alignment Field Office activities with the Area Office plans.
- Represent WFP at Settlement based, District, and regional level meetings including regular participation in technical working groups and related committees.
Perform SEA Focal Point role at the Field Office
- Promoting prevention of and protection from SEA and ensuring that awareness is raised in affected communities receiving WFP assistance of their rights, including their rights with respect to SEA, and avenues for reporting incidents of SEA.
- Working with colleagues and communities to identify the most effective set of options for reporting SEA that will ensure confidentiality and access by all members of a community, including the most vulnerable and marginalized.
- Liaising with colleagues and any partners working on programmatic complaints and feedback systems in the country to ensure coherence, collaboration, and cross referral between systems.
- Participating in the in-Country Network on SEA (if it exists) focusing in particular on sharing and implementing best practice in SEA prevention and response.
- Ensuring that the existence, identity and contacts of the SEA Focal Point(s) and their Alternates are known and easily accessible.
- Coordinating induction briefings and training on SEA for all staff, especially newcomers, including raising awareness among staff of their responsibility to report all suspicions of SEA, pursuant to ST/SGB/2003/13 section 3.2 (e).
- Receiving complaints, reports and queries about alleged acts of SEA committed by all categories of WFP’s employees (including contractors, consultants, temporary staff and casual labour) including when the affiliation to WFP of the alleged perpetrator(s) is uncertain either directly or through referrals from colleagues who have received them.
- Receiving complaints about alleged acts committed by national or international personnel from other organizations, including when the institutional affiliation of the perpetrator(s) is unknown or uncertain.
Qualifications, Skills and Experience:
Education:
- Advanced University degree or Bachelors Degree with additional years of experience in Economics, International Development, Social Sciences, or other related field attained from a recognized institution.
Experience:
- At least six years of work experience leading the implementation of humanitarian and development assistance Programmes gained from a reputable organization.
- Has developed, or supported in the development of, single discipline work plans to support the achievement of WFP strategic aims within a defined area.
- Has gained exposure in field operations, preferably in a hardship duty station or emergency.
- Has gained experience managing small to mid-size financial budgets, balancing priorities effectively.
- Has experience leading a small to mid-size team to ensure the effective delivery of objectives.
- Participated in a small emergency operation/ development programme.
- Proven experience in interacting with and building partnerships and synergies with Governments, UN agencies, NGOs, and civil society organizations.
Knowledge & Skills:
- Demonstrated leadership skills and ability to work independently with minimum supervision in a fast-paced environment.
- Strong interpersonal, communication, networking, lobbying and advocacy skills.
- Excellent leadership, team building, training, and facilitation skills.
- Ability to work on own initiative and communicate effectively within a team and people in a multi-cultural environment.
- Knowledge of proposal writing negotiation and interactive skills.
- Ability to analyze information and present in a clear and accurate manner both verbal and written.
- Ability to write formal and factual reports, identifying issues and designing recommendations.
- Ability to identify problems, conflicts and prescribe solutions.
- Proven ability to work towards tight deadlines whilst working to multiple and conflicting project/programme deadlines.
- Languages: Fluency in oral and written English, including strong writing skills
