DFCU Bank is a fast growing commercial bank offering a variety of innovative products and services. DFCU Limited was started by the Commonwealth Development Corporation (CDC) of the United Kingdom and the Government of Uganda through the Uganda Development Corporation (UDC) under the name of Development Finance Company of Uganda Limited. Later restructuring brought in DEG (of Germany) and International Finance Corporation (IFC) as equal partners with CDC and UDC, each having a 25% stake in the company. Its objective was to support long-term development projects whose financing needs and risk did not appeal to the then existing financial commercial lending institutions.

 

Job Summary:  Reporting to the Manager – Remedial & Recoveries – Retail, the Vendor Officer will be responsible for proactively managing retail customer borrowing accounts to turn around the accounts, improve performance and minimize losses to the Bank through several internal initiatives and close managing and supervision of External Debt Collection firms.

 

Key Duties and Responsibilities:

  • Manage and supervise third-party stakeholders like the External Debt Collectors.
  • Ensure the governance aspects of the vendors are in order ( SLAS & Pis are updated, performance reports & Meetings are held) etc.
  • Responsible for recoveries/collections on all accounts outsourced to the vendors & confirmations of payments.
  • Work with the line Manager & Unit head to ensure that the allocations are in sync with performance measurements and expectations.
  • Responsible for retail Recoveries, collections, NPA & PAR ratios per agreed parameters for the account allocated to the vendors.
  • Accountable for reducing/minimizing delinquent accounts within assigned portfolio.
  • Follow up with customers to ensure that payments are made as and when they fall due and chase for payments that are overdue between 180 – 455 days.
  • Support vendors by making collection calls and/or conducting field visits to ensure Vendors give priority to dfcu Bank book.
  • Develop & maintain repayment schedules & plans as well as tracking Month on month the vendor’s pipeline to realise value & meet the set targets.
  • Support with restructures with the help of the line manager based on the customer’s financial situation and advise customers on alternative repayment options.
  • Resolve and provide customer service regarding loan-related matters specifically collection issues; communicate and follow up effectively with customer queries, disputes etc.
  • Process customer instructions within set TAT guidelines.
  • Issue repayment reminders and /or demand notices.
  • Updating customer files.
  • Collaborate with the line Manager in recommending accounts that require tougher action.
  • Enlist the support of the line Manager to resolve more complicated loan matters and identify root causes of non-payment.
  • Propose, and review restructures before submission to Manager Recoveries, for recommendation, to ensure that they make business sense and that the appropriate & adequate risk reward is achieved.
  • Prepare and Present settlement cases in line with the mandates as per the policy.
  • Refer matters to Legal on time when turnaround of a nonperforming account is not possible and ensure foreclosure and/or recovery actions are done in the most cost-effective manner and within set procedures to minimize losses & negative publicity (reputational risk).
  • Timely capturing of cash flows in the system for proper IFRS Reporting to minimize provisions and compliance.
  • Following up on Insurance claims
  • Recommend accounts to be outsourced to our external debt collectors for unsecured loans and litigation depending on the matter.
  • Creating awareness to other bank staff on portfolio
  • Support the foreclosure process within the guidelines of the Foreclosure and manage property acquired as a result of foreclosure.
  • Provisioning and subjectively write off per policy.




Qualifications, Skills and Experience:

  • The applicant for the DFCU Bank job must hold a Bachelor’s Degree in Economics, Statistics, Commerce, Business Administration or equivalent.
  • Three years of experience in a Financial Institution with at least 1 – 2 years’ experience in managing vendors.
  • Credit administration and credit analysis skills are an added advantage.
  • Thorough understanding of the Bank’s Credit policies.
  • Thorough knowledge of FIA/IFRS guidelines & regulations on asset quality.
  • Basic understanding of the legal framework.
  • High standards of performance and Control of Quality.
  • Leadership, management (Initiative, decision making, dispute resolution, good customer service, very good negotiation skills).
  • Proficiency in computer packages specifically Word, Excel and PowerPoint.
  • Knowledge of Bank governing laws and regulations.
  • Relationship management skills.
  • Excellent numerical skills.

  • Possess excellent interpersonal, written and oral communication skills.
