About Organisation:
The Mastercard Foundation Scholars Program envisions a transformative network of young people and institutions driving inclusive and equitable socio-economic change in Africa. Since launching in 2012, the Program has supported nearly 45,000 young people in Africa to pursue secondary or tertiary education. The second phase of the Program will offer 1000 Scholarships to young African women and men, admitted to both the Undergraduate and Graduate Academic Programmes at Makerere University Main Campus. The Program aims to deepen inclusive University education and empower the Youth to transform into leaders who will make meaningful contributions to national and regional development.
Job Summary: The Principal Monitoring, Evaluation and Learning Officer shall lead the Monitoring, Evaluation and Learning portfolio of the Mastercard Foundation Scholars Program.
Key Duties and Responsibilities:
- Develop the Monitoring, Evaluation and Learning framework (MEAL) and related tools for effective Program implementation
- Prepare and monitor implementation of the Annual work plans
- Monitor and evaluate all program activities, expenditures, and progress towards achieving the Program goals.
- Establish and maintain a comprehensive and interlinked Mastercard Foundation Scholar and Alumni database
- Co-ordinate the Program portfolio of Research for Learning
- Monitor and evaluate Program Impact at Individual, Institutional and Ecosystem level
- Monitor and track the positive and negative unintended consequences of the Program
- Consolidate learning from evaluation activities and ensure lessons learned are used for Adaptive management of the Program
- Co-ordinate Institutional dialogues and, dialogues with Policy Makers and Industry actors to foster changes in policies and activities/operations
- Co-ordinate periodic Program evaluation studies including mid-term and end-term reviews
- Monitor, identify and report any safeguarding concerns that may arise during the Program implementation
Qualifications, Skills and Experience:
- A Master’s degree from a recognized University.
- A Bachelor’s degree in development studies, social work and Social Administration, Business Administration, Economics, computer science, Education, Management studies, environmental studies, or any other related field from a recognised University
- A postgraduate qualification in Monitoring and Evaluation or Project Planning and Management
- At least five years of demonstrated experience in design, implementation and oversight of monitoring, evaluation and research for projects or programmes in an educational institution
- Proficiency in Microsoft Office, Google Suites and other digital tools
- Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills
- Experience using diverse data analysis packages (qualitative and quantitative data) and database management systems
- Technical competency and experience in implementing various programme evaluation approaches and methodologies.
- Experience in conducting evaluation studies and developing strategic plans
