Job Summary: The CPiE Officer reports to the CPiE Coordinator and supervises Case Management Workers. The role holder assists the CPiE Coordinator and the Project Manager in facilitating effective implementation of the DGD Project activities to ensure project results are delivered in in time and line with project proposal, PIU West Nile emergency response strategy as well as Direction générale de la Coopération au Développement – DGD requirements. The Officer is accountable to the CPiE Coordinator for all project deliverables in relation to key principal project objectives, specific objectives and result areas 1, 2, 3, 4 and 5 of the DGD project and assists the CPiE Coordinator and project manager to ensure effective budget utilisation and project performance to 100% target on monthly/ quarterly basis. In addition, the Officer provides administrative support to the project team in the Programme Area. The CPiE Officer shall ensure excellent relationships with all stakeholders involved in the project especially implementing and other operating Partners within the Programme Area including UNHCR, OPM and YDLG.
Key Duties and Responsibilities:
Communicating for Influence
- Work closely with colleagues to carry out communication activities as per the communication strategy
- Support the Programme area with the dissemination of communication materials to implementing to the community leaders and other community members.
- Mobilise communities to attend community awareness meetings about Plan programmes and projects on Child Protection and GBV.
- As may be requested, gather and share case studies, write up success stories and profile the impact of projects
Ensuring Impactful Implementation
- Provide technical guidance and specialized child protection expertise for implementation the child protection activities under this project.
- Prepare and submit to CPiE Coordinator, high quality activity, weekly, quarterly and annual narrative reports for all completed activities.
- Mobilize target community members, children, families and key stakeholders at settlement level and host communities, Sub County and district level to participate in the DGD project activities.
- Support with representation in child protection sector working group meeting (CPSWG) meetings with UNHCR & OPM and other stakeholders at settlement and district level in close consultation with the CPiE Specialist, CPiE Coordinator and Project manager.
- Coordinate effectively with other project officers and other staffs implementing similar projects in PIU West Nile Area to leverage efforts, build synergy, teamwork and deliver high quality project results
- Support tracking, monitoring, evaluation, documentation and reporting of project outputs, outcomes, impact or results and changes in close collaboration with CPiE Coordinator and Project Manager.
- Support effective project budget utilization, management and monitoring for activities directly implemented by Plan staff and partners and ensure 100% project performance target on monthly and quarterly basis.
- Ensure timely appropriate filing of all case management tools/forms after the UASC’s are assessed.
- Support case management workers to ensure all cases are captured in Progres V4 covering 95% at every one moment per case management worker
- Provide support towards the implementation of projects, ensuring that the desired results, and final impact, are achieved on time and to standard
- In collaboration with colleagues, work with implementing partners to assist them in implementing their projects according to the project plan
- Create a system that facilitate the identification to UASC and other Children at Risks with the settlement.
- Conduct capacity building sessions with Case Management Workers (CMW) for better understanding and impactful support to the children at risk.
- Motivate and ensure teamwork among child protection case management workers and volunteers for greater ministry impact in the community
- Performs additional duties as per the request of the CPiE Specialist, CPiE Coordinator and the Project Manager.
Risk, Compliance & Accountability
- Support the identification and management of risks, in particular those associated with procurement, finances, safeguarding, and staff health, safety and security:
- Assist the project team in complying with the risk management framework relating to PIU’s projects
- Participate in and cooperate with audits, including maintaining and updating the audit tracker
- Support project stakeholders conduct quarterly project monitoring and support supervision visits and meetings.
- Support timely accountability for funds used to implement project in line with Plan international accounting policies and procedures and donor requirements.
- Assist in effective management of project resources including procurements in accordance with Plan International Uganda policies and guidelines and in accordance with grant conditions.
- Assist with project risk management in the implementation of the project to minimise their occurrence and possible effects on the project in line with Plan International Risk Management policy and project risk mitigation measures
Safeguarding, Gender Equality & Inclusion
- Ensure that Plan International’s global policies for Safeguarding Children and Program Participants and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Social Work and Social Administration, Child Development, Child Protection, Development Studies, Social Sciences or any relevant field with wide demonstrated relevant experience in managing child protection in emergency programs.
- Three years of professional experience in implementing CPiE programs in humanitarian context.
- Demonstrated skills and experience in promoting CPiE programming
- Experience and skills in the use of participatory approaches and rights-based programming.
- Possess the ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive collaboration and relationship.
- Demonstrated experience in networking with other development partners in the field.
- Past exposure and experience with community, stakeholders, children work and coordination.
- Strong interpersonal relationship and team building back ground
- Excellent analytical, documentation, problem solving, interpersonal and negotiation skills
- Good knowledge on the use of Progres V4
- Excellent communication, organizational and interpersonal skills.
- Good oral and written communication in English and local language where assigned
