Job Summary: The Field Coordinator is responsible for
developing, coordinating, and ensuring smooth implementation of Humanity &
Inclusion’s field operations in adherence to technical, logistic, human
resource, administration and security internal and external procedures and
regulations. At local level, the Field Coordinator represents Humanity &
Inclusion with relevant stakeholders. The Field Coordinator manages the
operations and support teams based in the area of implementation in Arua, West
Nile District, Uganda. The Field Coordinator manages a team of 5 people
directly, considering that the area of Arua has a global team of 40 people.
Key Duties and Responsibilities:
Representation and
Coordination: The Field
Coordinator ensures Humanity & Inclusion external positioning at field
level in compliance with Humanity & Inclusion mandate and country strategy,
as well as local cultural norms and legal legislation.
- To lead Humanity & Inclusion’s program implementation within its
area of intervention, ensuring complementarity and synergy and avoiding
overlapping with other actors’ interventions; - To locally represent Humanity & Inclusion towards any relevant
stakeholders -local, national and international partners, local
authorities- in order to facilitate the implementation of project’s
activities; - To coordinate and lead Humanity & Inclusion’s positioning in the
different humanitarian and coordination forums attended by the base team,
providing it with the appropriate framework and ensuring they are
constantly briefed and aware of Humanity & Inclusion’s external
communication strategy; - To ensure active participation in the different coordination forums
in the area of intervention (coordination meeting, clusters, working
groups); - To facilitate and participate in donors and media meetings and field
visits upon request from the Country Manager. - To lead of Humanity & Inclusion’s negotiations and efforts to
increase humanitarian access within its area of intervention; - To ensure appropriate circulation of information and communication
of key outcomes of attended meetings, workshops etc. to relevant team
members at base and coordination levels; - To support the identification of local partners, to contribute to
the development of local partnerships and to follow-up partnerships at
local level, when applicable.
Operational
development and management: The
Field Coordinator leads the process of strategic development and operations in
Humanity & Inclusion’s areas of intervention, ensuring compliance with its
global mandate and policies, its country strategic and its operational
framework.
- To monitor the evolving humanitarian situation in the area of
operation and propose the appropriate responses to the Country Manager and
coordination team; - To ensure the respect of Humanity & Inclusion’s mandate, values
and internal rules and policies and to follow up that local cultural and
legal rules are respected and that all team members are committed to the
follow the different Humanity & Inclusion’s policies (Child Protection
policy, PSEA); - To propose relevant-to-the context interventions;
- To lead Humanity & Inclusion’s program design within the area of
intervention, including proposal writing; - To contribute to the definition of the operational framework
(guidelines, procedures and tools) to implement and monitor Humanity &
Inclusion programmes; - To oversee the coherence and the integration of all activities under
his/her responsibility (methodologies, indicators and results follow up); - To conduct regular monitoring (activities, financial, logistics), so
as to ensure that the quality and efficiency of services delivered respect
the minimum standards set by Humanity & Inclusion; - To oversee the timely achievements with regards to objectives and
targets; - To ease implementation of ROOTS project, and any other requirement
from HQ at local level and to ensure a smooth operational coordination
between programme and support departments;
Security Management:
Under supervision of the
Country Manager, the Field Coordinator ensures the development and management
of Humanity & Inclusion security policy within its geographical area of
responsibility. Activities:
- To contribute to the definition and/or update of security framework
at field level; - To oversee the implementation and respect of Humanity &
Inclusion’s safety and security procedures; - To regularly monitor the security situation of its area of
intervention and report to the Country Manager in case of incidents; - To train field office staff on the security rules and procedures;
- To participate in security meetings and reporting of relevant
information to the appropriate persons.
Logistics
Management: The Field
Coordinator ensures, with the support of Logistics Manager, that Humanity &
Inclusion procedures regarding base organisation, equipment management, supply
chain, transport and vehicle management are implemented and respected.
- To supervise of equipment allocation, use and maintenance required
for the operations’ implementation; - To oversee of procurement processes, ensuring transparency in the
selection of suppliers and efficiency in the utilization of the funds; - To oversee of the proper management of the fleet: fuel consumption,
weekly planning and vehicle maintenance; - To oversee the smooth operations of the deep field base in Omugo
settlement - To conduct of regular monitoring checks.
Administrative and
Financial Management: You
ensure that Humanity & Inclusion’s procedures regarding planning,
validation and follow up of expenditures and budget management are implemented
and respected.
- To ensure compliance with local administrative regulations vis-a-vis
local authorities, guaranteeing Humanity & Inclusion’s operations in
its area of intervention; - To ensure that appropriate Humanity & Inclusion’s administrative
and financial systems and procedures are in place, maintained and adhered
to so that all support functions are carried out effectively and
efficiently - To supervise the correct documentation of financial activities and
the proper management of the administrative files; - To supervise the cash flows required for the projects implementation
(cash control, cash requests, bank withdrawals, etc.); - To oversee of the implementation of Humanity & Inclusion’s cash
management policy; - To monitor expenditure and budget compliance on a regular basis,
reporting any concerns to the Administrative Coordinator and developing
plans to mitigate any under or over expenditure at project level; - To conduct of regular monitoring checks.
Team Management: The Field Coordinator ensures the strict
appropriation, application and respect of the Internal Regulation and HR
procedures by the staff and develops local capacities with the objective of
strengthening national management positions.
- To contribute to the development and adaptation of Humanity &
Inclusion’s Uganda Internal Staff Regulations; - To oversee of the respect and follow-up of the Internal Staff
Regulations; - To define and follow up, with each member of the supervised staff,
of his/her individual action plan (IAP); - Provide support and advise the base team within the implementation
of their IAP; - Implement regular staff evaluation, following Humanity &
Inclusion’s procedures; - Ensure good communication, coordination and information sharing with
each member of the base team through regular coordination meetings (or
other if needed); - To mitigate conflict and promote conflict solutions (personal and
professional) within the base team; - To support of the staff in their management duty (staff meetings,
individual interviews, etc.); - To express concern on the personal and professional evolution of
each member of the base staff, and its development within the mission; - To propose relevant adaptations of the organizational chart of the
mission and contribute to its implementation (job descriptions, etc.), in
collaboration with the Country Manager and coordination team; - To plan and implement progressive nationalization of expatriate
positions (action plan, milestone, etc.), when applicable.
Reporting: The Field Coordinator ensures regular
reporting to its line manager on Humanity & Inclusion activities in the
area or intervention upon standard schedule and upon his/her solicitation.
- To contribute to the mission situation report (Sit Rep) by providing
relevant data related the operations in the area of operations; - To oversee the quality submission of financial and logistics
internal reports; - To oversee the quality submission of PM Box and relevant project
monitoring tools; - To contribute to donor reporting, following the work-plan defined by
the mission; - To submit ad-hoc reporting upon request of the Country Manager;
- To submit end of mission and/or handover document at the end of the
contract; - To attend debriefings at HQ at the end of the mission (and if
relevant during leaves).
Qualifications, Skills and Experience:
- The ideal candidate for the Humanity & Inclusion (Handicap
International) Field Coordinator job must have five years of professional
experience in humanitarian or development contexts, preferably in the
management of complex refugee interventions - At least two years of experience as Field Coordinator
- Excellent communication skills
- Excellent interpersonal and intercultural skills
- You must master English (oral and written language)
- You are known for your writing and reporting skills
- You have the ability to work under high pressure
Starting Date:
15th August 2019
Length of contract: 12 months
