About Context:
United Nations Office on Drugs and Crime (UNODC) is the Office of the UN Secretariat mandated to assist Member States in countering and preventing illicit drugs, crime, corruption, and terrorism. In Uganda, UNODC is implementing the “Strengthening Efforts to Prevent Violent Extremism and Enhance Human Rights Safeguards in Uganda” project. This partnership is between UNODC, UNOCT and the government of Uganda with the financial support of the European Union. The overall objective of the project is to mitigate threats posed by violent extremist groups by supporting the Government of Uganda mount an effective response to preventing and countering violent extremism in Uganda and build resilience against radicalization to violence. The project will work with key criminal justice actors, national, regional and local authorities, civil society organizations, academia and communities and aims to address the needs of the target groups both at the national and local levels in Central, Eastern Busoga Region, Northern West Nile region of the country. This initiative will contribute to strengthening the capacity of national authorities in civil society actors and Community leaders in their quest to operationalize the national strategy for Preventing and Countering Violent Extremism and Terrorism (PCVET, 2021 to 2026) and its plan of action.
Job Summary: UNODC is seeking the services of a national M&E consultant to develop & design the PCVE strategy results and monitoring the implementation framework. Purpose of the assignment The consultant is tasked with guiding the design of the PCVE strategy results and monitoring the implementation framework. The specific objective of this assignment is to design a robust result and monitoring framework that will enable the National Counter Terrorism Center to effectively track and evaluate the implementation of its PCVE national strategy & plan of action and measure the impact of its interventions. Specific tasks to be performed by the consultant
Key Duties and Responsibilities: Under the overall supervision of the UNODC Head of Office in Uganda and direct supervision by the programme Officer, the M&E consultant will be responsible for the following set of activities as required:
- Conduct consultations and inception meetings with relevant stakeholders, including National government agencies, national technical committee on PCVE, civil society organizations, and community leaders.
- Review the existing PCVE National Strategy, Plan of Action and related documents to support in the designing of the result monitoring framework.
- Develop a clear and logical results framework that outlines specific objectives, outcomes, outputs, and indicators of the PCVE national strategy.
- Design an M&E Plan that includes data collection methods, sources of verification, and a timeline for data collection and reporting.
- Create a monitoring and reporting template that aligns with the results framework and M&E Plan.
- Provide guidance on data collection, storage, analysis, and reporting procedures.
- Develop a risk assessment, analysis, and mitigation plan for the PCVE national strategy for potential challenges in monitoring & evaluation and implementation of PCVE programmes in Uganda.
- Conduct a meeting to present the PCVE strategy result and monitoring implementation framework to national government authorities, National Counter Terrorism Center and Civil Society Organizations.
- Deliver a comprehensive report and presentation on the designed result and monitoring implementation framework.
Result of Service
- An Inception report outlining the proposed methodology and work plan for the consultancy.
- Draft result and monitoring framework, M&E Plan, risk assessment and reporting templates.
- Presentation of the draft framework to UNODC and NTC for feedback.
- Final result and monitoring framework, M&E Plan, Risk assessment and reporting template, incorporating feedback.
- Comprehensive final report detailing the assignment’s processes, findings, and recommendations submitted to UNODC (office in Uganda).
Qualifications, Skills and Experience:
- The applicant for the United Nations Office on Drugs and Crime (UNODC) job must hold an advanced university degree (Master’s degree or equivalent) in development studies, social sciences, or Monitoring and Evaluation , or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least seven (7) years of professional work experience in Monitoring & Evaluation, development studies – related areas, with a proven focus on the designing and development of M&E result monitoring frameworks or aspects pertaining here to is required. Understanding of international standards and norms in crime prevention and criminal justice, in particular the Nelson Mandela Rules, preferably complemented by exposure to delivering technical assistance on prison management – related issues at international level, including in low- and middle-income countries is desirable.
- Strong research and coordination skills, analytical capacities and ability to synthesize complex inputs into coherent support is desirable.
- Ability to develop practical and user-friendly tools in the field of PCVE is desirable.
- Demonstrated expertise in designing M&E frameworks, particularly in the field of PCVE or similar programs is required.
- Languages: fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
