About US:
The Ministry of Health (MoH) received funding from the Global fund to fight AIDS, Tuberculosis and Malaria (GFATM) as well as build strong, resilient systems for health to tackle current and new emerging threats.
Job Summary: The Program Officer – Special Needs (ACP) will plan, implement, monitor, coordinate and guide on issues concerning Special Needs (Sign Language services) in relation to HIV prevention in Uganda in line with the implementation plan.
Key Duties and Responsibilities:
- Provide sign language services for the deaf people on HIV/AIDS program and activities such as launches, conferences, Health talk shows, press conferences and meetings/trainings as required via physical appearances and online platforms
- Participate in translation /interpretation of Information Education and Communication (IEC) products/ materials into Sign Language and Braille on HIV/AIDS program at Ministry of Health
- Ensure that the sign language interpretation services are of a consistently high quality and meet the requirements of Deaf people
- Participate in training basic Sign Language to Health workers and Community Health Workers (VHTs)
- Provide technical assistance to implementing partners, districts and facilities who support Special needs programs using a variety of approaches
- Participate in the development of training and instructional materials and in capacity building activities targeting districts, facilities, and other health workers at various levels
- Participate in mobilization and management of funds for special needs programming.
- Participate in the development of relevant work plans and implementation of activities
- Prepare programme and activity reports as well as other programmatic reports
- Perform any other duties assigned
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in social work and social administration or Social Science or Arts or Management or Community Psychology.
- A minimum of a Diploma in Sign Language Interpreting
- Five years of professional experience, 3 years of which should have been served in the health sector.
- Should have proven experience in sign language interpreting
Competencies
- Competent in Sign Language interpreting both in signing and voicing skills
- Demonstrable knowledge and skills in special needs programming
- A team player with good negotiation, interpersonal, networking and communication skills.
- Familiarity with commonly used computer packages e.g. Power Point, Ms Word, Internet and Ms Excel
- Hands on skills in planning and good understanding of the strategic direction of MoH and Global Fund programmes.
- Well versed in dealing with People Living with HIV
- Well versed in dealing with Persons with Disabilities
