Key Duties and Responsibilities:

Support effective Project Planning and implementation:

  • Provide technical support for community and institution-level formative research (e.g. Barrier Analysis) focusing on barriers and enablers to good WASH practices, using standardised tools
  • Guide the selection and design the WASH behavior change approach and interventions, based on assessment and formative research data
  • Provide appropriate tools to support selected behavior change interventions
  • Review and provide technical input to detailed project plans for WASH behavior change interventions
  • Review lessons learned from previous and ongoing WASH behavior change interventions and promising practices to support the design process for the area programme
  • Ensure WASH behavior change principles and strategies are integrated into WASH supply development, operations and maintenance
  • Conduct periodic reviews of local-level WASH behavior change activities to assess implementation quality, alignment to project plan, identify process improvements, promising practices and innovations, in collaboration with partners as appropriate

Technical Support and Training

  • Develop capacity building plan and facilitate capacity building for the field teams in the area of WASH Behaviour Change and Communication
  • Facilitate initial training of field-level WASH staff and partners in GESI transformative WASH behavior-change principles and approaches to ensure their understanding of best practices
  • Model GESI transformative principles in behavior toward staff and participants, ensuring inclusion and participation of all
  • Identify best WASH behavior practices and GESI capacity needs for staff and partners to inform learning and development opportunities
  • Conduct capacity assessments to identify training needs and deliver ongoing capacity development to staff, partners, and private sector
  • Provide active and ongoing coaching and mentoring to field-level WASH staff and partners to support quality implementation and effective community engagement

Partnership and Networking

  • Identify and mobilise effective networks of like-minded organisations at a regional or national level to foster dialogue, ensure coordination, and share learnings of WASH behavior change plans and activities among stakeholder groups
  • Review, consolidate and analyse community- and institution-level stakeholder analyses to identify potential high-level partners and behavior-change influencers
  • Contribute to planning and execution of external national and local WASH behavior change events and campaigns
  • Provide input into national office efforts to influence government WASH behavior change policy
  • Identify potential partners and collaborators at the district, regional or national level who can advance gender equality and social inclusion (GESI) transformative WASH programming across the regional or national level
  • Conduct strategic engagements to influence government authorities and stakeholders around the application of GESI transformative WASH
  • Advocate for GESI transformative WASH programming with key stakeholders in the programme area to ensure stakeholder support and increase funding for GESI transformative WASH
  • Develop and mobilise local, GESI-inclusive coalitions to sustain the concept of GESI transformative WASH in the programme area for the long term

Research, Documentation and Evidence building 

  • Provide technical support to evaluation and research efforts related to WASH behavior change projects and programs
  • Support the development of WASH behavior change and communication strategy
  • Support post-implementation monitoring of behavior change activities and assess adherence to appropriate WASH behavior
  • Use learning from project review, monitoring and research to update WASH models and adjust programming at the national level
  • Ensure identification of research areas, conduct research, and document key learnings
  • Conduct barrier analysis for different behavior and design for behavioral change.
  • Conduct information needs assessments in relation to access and utilization of basic water supply, water quality, GESI in WASH

Project management, Coordination, and Reporting 

  • Contextualize standard monitoring guidance for the field level to monitor WASH behavior activities and outputs
  • Review scheduled monitoring efforts to ensure milestones are being achieved, and address any issues in a timely way
  • Contribute to required donor and partner reports
  • Provide ongoing oversight for tracking and reporting of GESI-related indicators
  • Share learning and best practices from program monitoring and evaluation with other stakeholders to support continuous improvement and innovation
  • Use learning from project review, monitoring and research to update WASH models and adjust programming at the national level
  • Support post-implementation monitoring of behavior change activities and assess adherence to appropriate WASH behaviors

Resource Acquisition

  • Identify and initiate viable funding proposals for resource acquisition to support WASH Programme interventions.
  • Participate in resource mobilization through concept papers/proposal writing for fundraising

People Management

  • Participate in staff recruitment for Technical Programme Offices , staff mentorship and coaching for performance improvement and retention.
  • Conduct staff performance target settings to include GESI and reviews





Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree in public health, Environmental Science Social Sciences, Social and Behavior Change communication, Sanitary Engineering, or other specialist field related to WASH, with experience in social behavior change programming.
  • At least 5 years of experience implementing Social Behavior Change SBC programming, particularly in designing and implementing the WASH Programme Experience in conducting sectoral assessments/mappings/analysis, documentation of lessons learned, best practices, and compelling write-up of results
  • Skilled in research and publications, with at least two WASH research papers published A strong track record working with national partner organizations Experience in strategy, program, and/or proposal development.
  • Experience working with coordination mechanisms such as Technical Working Groups
  • Outstanding report writing skills
  • Demonstrated training and technical advisory skills; seasoned in capacity-building
  • Technical competencies in SBC programming
  • Ability to present complex information in a succinct and compelling manner
  • Advanced computer skills such as Excel, PowerPoint, and other analysis tools.

 

Preferred Knowledge and Qualifications

  • Strong understanding of WASH Behavior Change Models and approaches, including CLTS, Sanitation Market Based Approach PHAST, CHAST, and WASH FIT. Proven ability to influence change at an operational and strategic level.
  • Ability to write clear and well-argued assessments and project reports in English Must possess good communication skills and be courteous in working with communities.
  • Must be fluent in English.
  • Experience in proposal writing and lobbying.
