Los Angeles office in 2007, which currently handles fundraising, donor
management, volunteer programs, and marketing campaigns for all major projects.
In December 2010, a Washington, D.C. office was established to network and
partner with other organizations, as well as obtain grants from U.S. government
agencies and foundations.
Job Summary: The
Monitoring and Evaluation Officer (M&E Officer) will be providing support
in monitoring and evaluating ongoing project in Jinja district. The incumbent
will be responsible for overall M&E and learning needs of the project and
will come up with findings based on real data to show performance of the
projects. The incumbent will also help Good Neighbors Uganda in strengthening
its M&E functions based on her/his experiences from the project. The
incumbent will play role in promoting key learning for the improvement of the
project and for wider leaning of the organization.
Key Duties and Responsibilities:
- Work in close consultation with the
Project manager and Project Coordinator, the M&E officer will develop
M&E framework and tools, and put in place data quality assurance processes
to ensure the timeliness of data entry and analysis. - The M&E Officer will also provide
technical support to and build capacity of projects team to ensure
competent & quality monitoring and evaluation process. - Contribute to the development of the
annual work plan, ensuring alignment with project strategy, agreement on
annual targets and inclusion of M&E activities in the work plan. - Oversee and execute M&E activities
included in the Annual Work Plan, with particular focus on results and
impacts as well as in lesson learning. Based on the annual work plan and
in particular the programs budget, design the framework for the physical
and process monitoring of project activities. - Assist in the development of project
reports. Guide staff and partners in preparing their progress reports in
accordance with approved reporting formats and ensure their timely
submission. This includes quarterly progress reports, annual project
reports, inception reports, and ad-hoc technical reports. - Willingness to undertake regular field
visits and interact with different stakeholders, especially primary
stakeholders. - Organize (and provide) refresher
training in M&E for project and implementing staff, and primary
stakeholders with view of developing M&E capacity. - The proposed Monitoring and Evaluation
Assistant will have responsibility for all monitoring, evaluation, and
research activities associated with the project. - Carry out quantitative and qualitative
data collection activities at field level through surveys, interviews or
focus group discussions with beneficiaries, as defined in the
weekly/monthly M&E work plan. - Ensure necessary data is collected from
scheduled activities, this includes regular field visits and following up
with data like baseline survey,mid term and final evaluation, regular progress reports. - Based on field observation propose new
improvement for project and M&E activities to the Project Manager - Solve problems and conflicts that might
occur during monitoring and respond to minor complaints coming from
beneficiaries. - Keep M&E files archived at the
project office and accessible to the team. - Produce periodic monitoring reports to
ensure programs have accurate and useful data to inform program
development; - Participate in the internal evaluation
of the program; - Support field data collection for ad hoc
mission. - Perform any other duties that may be
assigned to you by the supervisor.
Qualifications, Skills and Experience:
- The candidate should hold a Bachelor’s
degree in Statistics, Quantitative Economics, social sciences, research
methods or related field. Postgraduate diploma in Monitoring and
Evaluation / Project Planning and Management is an added advantage. - Three years’ experience in performing
M&E related tasks in a development organization. Previous experience
in designing and implementing M&E systems for international
donor-funded projects in Uganda is desired. - Having experience in Field Operations is
desired. - Proven proficiency in statistical
software such as SPSS, STATA, EPI info, or similar, specifically for analysis
of both quantitative & qualitative data - Demonstrated excellent writing and
presentation ability, as well as experience in successfully leading an
intercultural team in a development context. - Excellent analytical skills
- English fluent spoken and written
language skills
