all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.

Job Summary:  The Monitoring, Evaluation Accountability and
Learning Officer is responsible for providing support for the Adjumani Field
Office programmes MEAL function including, implementing program quality control
initiatives and ensuring that the Programme use appropriate MEAL tools to
adequately plan, monitor and report in a timely manner on activity
implementation and results. In collaboration with the MEAL Coordinator, the job
holder ensures that the Programme has performance updates and there is regular
sharing of Programme updates with stakeholders. In addition, the job holder ensures
that program implementation is consistent with the work plans and timely and
accurate process and outcome data is captured, cleaned analyzed and stored.

Key Duties and Responsibilities: 

Monitoring and
Evaluation and Inception & Closure (50%)

  • Work with MEAL Coordinator, and Sector
    Team Leads to ensure quality programming and adherence to DRC MELMOPs,
    values and principles, SPHERE and other sector standards and protocols as
    well as the mainstreaming of cross-cutting themes (Conflict mitigation, Gender
    & Environment)
  • Ensure effective monitoring and
    evaluation of programme quality, using a variety of monitoring tools
    appropriate to programme sectors, and aligned to results frameworks
  • Support implementation of Monitoring,
    Evaluation, Accountability and Learning (MEAL) system, linked to the
    Country Office system, consistent with the DRC DME framework
  • Implement and periodically review
    programme and Project M&E plan that ensures grant-funded programmes
    comply with donor requirements
  • Participate with Country Office Grants
    and MEL teams in Inception and Closure of programmes and Projects
  • Support Sector Team Leads in the
    utilization of M&E products to enhance program impact.
  • Oversee implementation of M&E
    systems through regular field monitoring visits and tracking of Key
    Performance Indicators
  • support mid-term reviews and internal
    evaluations and participate in preparing reports
  • Assist project staff with the
    implementation of exit strategies, and monitor progress of project
    transition

Programme Support
(10%)

  • Participate in the development of Annual
    Plans and budgets
  • Participate in planning for and
    implementation of MEAL activities.
  • Participate in the design and
    implementation of surveys to provide primary data (baseline, coverage, KAP
    surveys, PDMs, Endlines ,etc.) when required and as part of ongoing
    assessment of the impact of sector programmes and ongoing sector needs
    identification
  • Facilitate Quarterly and Semi-annual
    program reflection with staff and stakeholders
  • Facilitate assessments and operational
    research for contextual understanding, identifying opportunities,
    vulnerabilities, capacities and resources, deciding feasibility and
    setting MEAL priorities at the Field level
  • Ensure proper documentation of all MEAL
    processes and outcomes (including ensuring outcome monitoring is conducted
    to ensure change in practices and behaviors are measured overtime)

Information
Management, Innovation and Learning (20%)

  • Develop and maintain basic Information
    Management System (MIS) that is linked to Country Office System and
    supports projects and sectors
  • Support the Programme team to collect
    quality data, analyse and use it to improve programme interventions
  • Assist the programme team to carry out
    assessments, design, monitoring & evaluation methodologies and models
  • Promote accountability through routine,
    accurate collection and reporting of information that confirms status of
    programme activities based on Results Framework/Results Chain, quality
    control systems and mechanisms needed to guarantee proper management of
    data and information
  • Work closely with the data MEAL
    Assistants and with the MEAL Coordinators to create needed templates and
    improve existing ones.
  • Ensure proper collection of data and
    indicators follow-up on a daily, weekly or monthly basis
  • Support the expansion of mobile data
    collection approaches and platforms within the field Office staff.

Capacity Building
and Program Quality Assurance (10%)

  • Work with MEAL Coordinator to strengthen
    MEAL standards, develop/refine tools for MEAL in line with programme
    designs
  • Analyse reports, identify lessons
    learned, and impact in order to improve programme design
  • Support Project Managers and Sector Team
    Leaders to evaluate the quality of implementation in order to improve
    technical and managerial leadership
  • Support training and capacity
    development of Field staff on MEAL: programme assessment, design,
    monitoring & evaluation methodologies
  • Support training and capacity
    development of project staff on data analysis using simple applications
    (eg excel)

Reporting (10%)

  • Support program teams to meet reporting
    requirements for donor quarterly, semi-annual and annual reports
  • Provide quality assurance by
    participating in data quality assessments, and field monitoring and
    prepare share findings.
  • Support program team in generating
    Change stories in reports and share with MEAL Coordinator and Area Manager

Qualifications, Skills and Experience: 

  • The ideal candidate for the Danish
    Refugee Council (DRC) Monitoring, Evaluation Accountability and Learning
    Officer job placement must hold a Bachelor’s degree in social sciences,
    humanitarian and/or development studies, or relevant field
  • A Post Graduate Diploma in M&E is an
    added advantage
  • At least three years of experience
    performing MEAL functions with 1 year in humanitarian field
  • Knowledge and Experience in use of
    statistical analysis packages (SPSS, STATA, SAS)
  • Demonstrated knowledge of conducting
    qualitative and quantitative data collection, including mobile data
    collection (ODK, Magpi, Survey CTO, KoBO Collect)
  • Good level of proficiency in Word, PPT
    and Windows Excel
  • Knowledge and experience in Geo-spatial
    data analysis and presentation (ArcGIS, QGIS)
  • Capacity to produce coherent and good
    quality reports
  • Excellent inter-personal, communication
    and listening skills
  • Ability to work with people from various
    cultural groups and background
  • Strong empathy, understanding of and
    sensitivity to specific needs of most vulnerable populations
  • Strong planning and organizational
    skills
  • Attention to details and rigor in field
    and reporting work
  • Demonstrated commitment to meet
    deadlines and high degree of autonomy in his / her work
  • Languages: Proficiency in Written and Spoken
    English. Ability to Speak Dinka, Nuer, Arabic, Madi is an added advantage
