Job Summary:   The Field Implementation Manager will spearhead the implementation of USAID/BHA funded Uthabiti: Building Resilience through Market-Led Livelihoods Opportunities project in Lamwo (Palabek) and Isingiro (Nakivale) refugee settlements. S/he will have direct responsibility for the project team, reporting to the operations Manager. S/he will be responsible for ensuring that project interventions in the refugee settlements are implemented timely and within budget. S/he will also be responsible for all coordination with other actors and officials in Lamwo and Isingiro districts, including interactions with other Save the Children projects and teams.

 

Key Duties and Responsibilities:

Programme Management and Reporting

  • The Field Technical Manager will oversee and coordinate livelihood interventions such as Savings and Credit interventions, business and vocational skills training, Value chains (market) interventions, in the district.
  • Ensure an effective and coordinated integrated planning of the project interventions by preparing detailed and phased implementation plans for the project with relevant project staff and other stakeholders as appropriate at the district level.
  • Ensure implementation of the agreed plan of the project while integrating all the livelihood interventions. Manage the team to deliver on time and on budget against the agreed implementation plans.
  • Lead the effective implementation of agreed M&E tools to monitor, review and evaluate, and ensure the quality of programme implementation and accountability.
  • Work closely with other partner staff to ensure an integrated programme approach, identify ways of maximising links, sharing of experiences and lessons learnt.

Budget Management and Monitoring

  • Manage the project budgets at field level in coordination with Deputy Chief of Party (DCOP), and with relevant finance colleagues both at field level.
  • Work with project staff, and logistics/finance staff to develop field level budgets and procurement plans to guide implementation of approved grant. Manage implementation of these plans at the field level ensuring that donor rules and regulations are abided by.
  • Monitor the specific budget performance for the project in Lamwo/Isingiro to ensure that project burn rate is in line with project timelines.
  • In collaboration with the finance staff at field level ensure timely and proper accountability for funds as per Save the Children financial management guidelines.
  • Review all project expenditure reports, to ensure accuracy of expenses charged to project, support preparation of budget expenditure forecasts as requested.
  • Ensure that the budget monitoring tools for the project are developed, updated routinely to inform programming.

Oversight of project team

  • Build a high-performance team, which will deliver results and changes for children. Guide and support staff in ensuring good performance, person development, and taking prompt action to address issues of under performance and any other issues impacting on their professional conduct or implementing their duties and responsibilities.
  • Ensure that performance management system is in place for all project team staff, in collaboration with the Operations Manager
  • Ensure that field level staffing and community level support structures are appropriate and effective to enable the implementation of the project.
  • Provide training, mentorship/ capacity building and technical support to project staff and relevant partner staff.

Technical programming and Implementation of the Market Led Livelihood project.

  • Work with the technical & MEAL team to conduct Household economic Analysis to inform livelihood interventions in the area.
  • Roll out the community Action Cycle (CAC) to promote community participation and community ownership.
  • Work closely with Swiss Contact to facilitate private sector investment in the local markets.
  • Work with other consortium partners to mobilize individuals, social enterprises, including refugee-led organizations (RLOs) and community-based organizations; and village savings and loan associations (VSLAs) to participate in more efficient market systems including access to financial services.

Representation and coordination within the organization and other stakeholders

  • Engage with other Consortium partners at field level as well as private Sector actors in Lamwo/Isingiro district to build good network for implementation of the Market-Led Livelihood opportunities project.
  • Represent Uthabiti Activity at multi-stakeholder forums in coordination with UNHCR, OPM, District and other stakeholders and duty-bearers in in Lamwo/Isingiro to support the implementation of project and to avoid duplication of interventions.
  • Engagement with key stakeholders for influence, learning and resource development.
  • Have overall responsibility for grantee/Catalytic Innovation Grant Facility (CIGF) implementation, monitoring and reporting in the settlements handover in kind items procured under CIGF to the rightful owners with support of the Grant Focal Persons.

Field Operations and Risk Management

  • Manage satellite office in the settlement.
  • Uses data to monitor operational performance of the field office.
  • Informs field office staff about new guidance or changes relevant to the field.
  • Understands and applies quality standards, policies, and procedures related to field operations of HR/Admin, Safety & Security, Supply Chain & Finance
  • Understands, analyses, and adapts to changes in contextual trends in local area.
  • Understands Save the Children’s risk management policies, framework, and tools that relate to Programme Operations





Qualifications, Skills and Experience: To be a strong supporter and advocate for children in this role you will need to have:

  • Minimum of Degree in Agricultural Economics, Agribusiness, Economics, Development Studies, Social Sciences or any other related fields of study.
  • At least 3-5years of relevant professional work experience in project management, livelihoods, micro enterprise development, market led Value chains.
  • Strong analytical and conceptual skills and the ability to think and plan strategically.
  • Strong skills and experience in all aspects of project management, including project monitoring, review & evaluation.
  • Substantial experience of developing working relations with private sectors and financial institutions in market led value chains.
  • Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff.
  • Understanding of social relations and commitment to integrate gender, diversity, and other power related issues into livelihood programming.
  • working experience of displacement (refugee) context preferred; and
  • Knowledge of a local language will be added advantage.
  • Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff, with proven skills as a trainer/facilitator and mentor.
  • Commitment to and understanding of Save the Children’s aims, values and principles
