Job Summary:  The Monitoring, Evaluation and Learning
Officer is technical in the area of monitoring, evaluation, accountability, and
learning; and information management.

Under the various
funding streams within CARE Uganda’s DRC refugee response, MEAL Officer focuses
on the maintenance of data collection, analysis, dissemination, learning and
reporting. She/he is responsible for the maintenance and updating of the
information management system and will contribute to broader MEAL goals.

Key Duties and Responsibilities: 

Monitoring and
evaluation (50%)

  • Support project teams to develop and implement quality MEAL plans
  • Design methods that ensure data integrity at activity, output and
    outcome levels
  • Conduct regular monitoring visits to project activities, report on a
    timely manner in a standardized format, and where relevant conduct
    debriefing sessions with relevant staff on recommendations and/or action
    plans
  • Continuously conduct data verification through monitoring visits and
    means of verification, and report on the progress against indicators
    monthly
  • Prepare and share progress reports demonstrating quality in project
    MEAL plans
  • Provide support/guidance to the team in monitoring and reporting
    responsibilities ensuring coherence with existing reporting requirements
  • Develop effective methods and tools to be applied to projects for
    evidence-based data collection, analysis and reporting
  • Train and provide capacity building to project staff, volunteers and
    partners on MEAL strategy, methods and tools

Information
Management (25%)

  • Focal point for protection/GBV & reproductive health Information
    Management System (IMS), data entry and functionality.
  • Liaise with project staff and ensure relevant data is entered into
    the database.
  • Filter the database, provide analysis of information to inform
    programming within CARE on trends
  • Share information within the programme team about M&E approaches
    and supports the documentation of lessons learnt, approaches and good
    practices.
  • Establish strong working relationships with key actors in other
    agencies dealing with protection/GBV & reproductive health Information
    Management System

Quality and
accountability monitoring (10%)

  • Ensure the standards and systems used to deliver quality and
    accountable services and monitoring reports include information on levels
    of compliance achieved against standards and indicators
  • Promote monitoring, evaluations and audits as means of guiding and
    supporting the project
  • Assist planning and/or implementation of baseline and end line
    studies, evaluations, and assessments when needed
  • Establish and manage the complaints and feedback mechanism for the
    project

Project knowledge
management (10%)

  • Contribute to the implementation of a Monitoring and Evaluation
    Knowledge Management and Learning Strategy
  • Work in close collaboration with the MEAL Coordinator to develop a
    strong learning culture through project evidences
  • Document, analyze and disseminate lessons learned, human interest
    stories, best-practices and innovations and evidence-based case studies
    from projects
  • Work in close collaboration with MEAL Coordinator for effective
    dissemination of programme outcomes and lessons learnt

Other duties as
required (5%)

  • As agreed with the line manager, this position may also work on
    broader M&E tasks within the DRC refugee response.

Qualifications, Skills and Experience: 

  • The ideal candidate must hold a University degree in statistics, Social Sciences or related field, with back ground in Monitoring and
    Evaluation.
  • At least two years of work experience in humanitarian/ development
    sector, with minimum of 1-year work experience focusing on Monitoring and
    Evaluation.
  • Knowledge of the Information Management System with 2 years’
    experience
  • Exceptional writing and other communications skills required
  • Strong analytical and research skills essential
  • Must be a team player with good interpersonal skills
  • Experience developing data collection questionnaires, forms, or
    other tools preferred
  • Excellent organizational and time-management skills, ability to
    think critically and work independently are a must.
  • Ability to work in a complex environment with multiple tasks, short
    deadlines and intense pressure to perform
  • Proficiency in institutionally supported software (Word, Excel,
    PowerPoint, and SharePoint) essential
  • Ability to ride a motorcycle will be an added advantage (must have a
    riding permit)
