About Project:
The Women and Youth
Resilience Project (WAYREP) supports women and girls as well as young men in
refugee, host and urban communities to realize their rights through
socio-economic strengthening, resilience building and reduction of Gender Based
Violence (GBV). It contributes to SDG 5 “Achieve gender equality and empower
all women and girls” with a focus on ending all forms of discrimination and
violence against all women and girls. It is implemented in Arua and Gulu
districts of Uganda, targeting urban community as well as refugee communities
in Rhino- Omugo settlements as well as host communities for these refugee
settlements
Job Summary: The Behaviour Change & Communication
Specialist is responsible for providing technical support and leadership to the
project on Information Education and Communication (IEC) and Behavior Change
and Communication (BCC) and community engagement strategies, on the adaptation
and roll out of the SASA!, the role Model Men & Boys (RMM&B)
methodologies and mass sensitization campaigns on GBV, positive masculinity and
women & girls ‘rights to a life free from violence and dignified
livelihood. S/he also supports the Monitoring, Evaluation Action and Learning
(MEAL) function as it relates to IEC & BCC and ensures lessons learnt and
impact of above interventions during implementation are captured and
disseminated to given audiences.
Key Duties and Responsibilities:
Information,
Education and Communication (IEC) and Behavior Change and Communication (BCC)
- Develop a IEC & BCC and community engagement strategy for the
project ensuring key themes that require increased knowledge and change of
behavior are included: prevention of Gender Based Violence, accessing
services for GBV survivors, ensuring women and girls have a right to a
life free from violence and to access dignified economic opportunities,
including the right to be financial included; - Roll out SASA! BCC Methodology, including adaptation to project
context and continuous monitoring and learning - Roll out Role Model Men & Boys Methodology, including adaptation
to project context and continuous monitoring and learning - Work closely with other specialists to roll out women and girls
socio economic empowerment and resilience building activities, ensuring
key themes are echoed through WAYREP’s IEC and BCC strategy; - Capacity building and technical support to implementing partners on
IEC and BCC methodologies and approaches - Support to local activism groups and linking them to local networks
against GBV and Violence Against Women and Girls (VAWG) - Cooperate with Gender and GBV specialist in promoting GBV prevention
and support activities and services in the communities and in capacitating
selected activists e.g. in helpful active listening and basic counseling
skills
Mass sensitization
- Develop and disseminate information, education and communication
(IEC) materials for the prevention of GBV, the promotion and protection of
rights of women and girls to a life free from violence, the promotion of
gender equality and a more positive image of masculinity and to promote resilience
and economic empowerment of women and girls, with particular attention to
BCC strategies that will reach refugees in settlements but also in towns
and particularly young refugee and Uganda women and girls; - Design awareness raising campaigns, in print, audiovisual, social
media and radio, through community theatre, etc - Liaise and maintain regular contact with media and ensure media
plays a critical part in rolling out the IEC and BCC campaigns of the
project;
Networking
- Representation of CARE Uganda and the programme in relevant forums
of WAYREP and occasionally as agreed with the Program Director CARE Uganda - Work in alliance with Civil Society Originations (CSOs),
particularly with the women movement but also with women, youth and
refugee led CSOs and Community Based Organisations (CBOs) on coordinating
approaches to effective BCC strategies related to GBV; - Liaise and collaborate with key CSO actors at local, national and
international level on effective BCC related to GBV & resilience; - Membership and participation in relevant CARE platforms and networks
in coordination with CO Program Director and senior Program leadership; - Contribute to the production of country office, regional and
international learning and communication materials and messages, in close
cooperation with the regional and Austrian advocacy colleagues - Liaise and network with the media and support an investigative
journalism approach when appropriate;
Monitoring,
Evaluation, Accountability and Learning (MEAL) on IEC & BCC interventions
- Train implementing partners in monitoring and evaluation of IEC
& BCC activities - Review the M&E systems/IEC/BCC indicators and support team to
monitor the quality and impact of the implementation of EC and BCC
activities ensuring data is tracked by age, gender, origin, livelihood
group, rural versus urban etc); - Active contribution and participation in knowledge management
processes and products, under the leadership / co-coordinated by the
Project Manager, MEAL Specialist and CARE Austria. - Generate and document lessons learnt and knowledge on all BCC
activities, including development, dissemination and presentation of
knowledge products - Communicate effectively with local partners and beneficiaries to
monitor implementation, identify relevant issues informed by the reality
of GBV and context specific forms of GBV that are happening in the
settlements and in the urban settings, identify / anticipate emerging and
/ or unanticipated risks and addressing these accordingly in liaison with
team members, CARE Uganda and CARE Austria
Qualifications, Skills and Experience:
- The applicant for this placement must hold a Bachelor’s degree in a
relevant discipline (social studies, humanitarian and / or development
studies, gender studies, etc); Masters degree preferred; - Advanced technical knowledge and at least 5 years of hands on proven
practical professional experience in designing and implementing large
scale IEC and BCC campaigns in relevant themes (GBV prevention and
response, women and girls economic empowerment, men engagement strategies)
and with highly vulnerable populations (preferably having prior experience
with refugees and youth); - Experience in capacity building and technical advice to partners
related to IEC & BCC; - Unshakable commitment to gender equality and clear understanding of
GED - Experience working with large, cross cultural teams with multiple
deliverables. - Excellent team work, networking, communication and collaboration
skills - Experience/ knowledge of international development and humanitarian
work, preferably in Uganda and with displaced populations; - Ability to network, build relationships and establish collaboration
with different partners, agencies local and international networks. - Ability to link with community activists and social movements and
experience/ understanding of the SASA and Role Model Men and Boys
methodology - Prior experience with IEC and BCC campaigns in the urban context
preferred; - Strong inter-personal communication and facilitation skills;
- Knowledge of basic M and E, as relevant to the job portfolio and
strong skills in report writing, documentation and presentation. - Experience with social media, digital media highly desired
- Knowledge of some of the languages used in the participating
districts are considered an added value
