Job Summary: IntraHealth is seeking a Chief of Party (COP) for the upcoming five-year USAID-funded Uganda Strengthening Local Health Systems (SLHS) Activity, valued at $25-$50 million. The purpose of the project is to strengthen key elements of Ugandan health systems focusing on health care financing (HCF), human resources for health (HRH), health management information systems (HMIS), and community health systems.
The COP will oversee overall SLHS implementation, providing strategic technical vision and managing the project team and consortium members to achieve expected results. This leadership role liaises with USAID, the Ugandan Ministry of Health (MOH), other health and development partners, and implementing partners (IPs) in Uganda, cultivating open, productive, and collaborative relationships to advance activity objectives. The COP also ensures that the activity complies with cooperative agreement terms and conditions and USAID policies and regulations. The COP will be expected to identify issues and risks related to program implementation in a timely manner, work with project team and partners to identify appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse.
This position is contingent upon award and approval by USAID.
Key Duties and Responsibilities:
- Provide overall leadership, management, and technical direction to strengthen health institutions, increase availability and improve management of key health systems resources, and strengthen health systems for quality health services in Uganda.
- Provide fiscal leadership, assuring that this project operates in compliance with IntraHealth and USAID policies and procedures.
- Ensure the achievement of high-quality results by IntraHealth, its sub-partners, and sub-grantees, and that deliverables are met on time and within budget through performance management systems and practices.
- Ensure that the project is aligned and integrated with the Government of Uganda’s policies and strategies.
- Establish and maintain effective support systems that will ensure smooth implementation and a safe and supported team.
- Serve as primary liaison to USAID, implementing partners, the Government of Uganda, key government and non-government institutions and actors, and project stakeholders and counterparts in the public and private sectors.
- Supervise senior management team, technical and administrative staff, and sub-partner organizations.
- Lead overall and direct implementation of project activities and liaise with project teams to ensure effective technical coordination.
- Collaboratively create and implement a strategic, long-term programmatic vision and oversee work planning, performance management, and strategic communications.
- Identify issues and risks related to project implementation in a timely manner and oversee appropriate program adjustments.
- Other tasks as required to achieve the activity’s objectives and expected results.
Qualifications, Skills and Experience:
- The applicant must hold an advanced degree in public health, medicine, health policy, or a related field.
- Minimum of ten years of professional experience managing large, complex health projects of similar scope and dollar value ($25M+) in Sub-Saharan Africa.
- Demonstrated experience strengthening health systems and service delivery in Uganda.
- Track record of progressive responsibility, including at least ten years providing senior-level leadership (e.g., Chief of Party, Project Director, Technical Director) to donor-funded programs of similar scale, scope, and complexity; USAID experience preferred.
- Proven ability to develop and communicate a common vision among diverse partners and lead multidisciplinary teams.
- Demonstrated exceptional leadership in designing, managing, implementing, and monitoring and evaluating similar-sized projects, with skills in strategic planning, management, supervision, and budgeting; preferable experience in managing complex activities involving coordination with multiple project partner institutions.
- Strong interpersonal and oral/written communication skills to fulfill the project’s diverse technical and managerial requirements and effectively coordinate with a range of stakeholders.
- Strong experience engaging government accountability institutions with civil society organizations to effect change.
- Demonstrated leadership, versatility, and integrity.
- Fluent English; oral and written communication skills are required.
Preferred:
- Five years’ experience working in East Africa on development programming.
- Current relationships with relevant Uganda stakeholders (MOH, donors, IPs) and/or past experience working in Uganda.
- Previous experience working on and/or technical expertise in health systems, HIV, health finance, HMIS, or community health programming.
