About US:

The Uganda Episcopal
Conference (UEC) is the legal body of Catholic Bishops of Uganda implementing
the Kampala HIV/AIDS Project through its Health Department with funding from
the Infectious Diseases Institute (IDI). Within the framework of the Inter
Medical Bureau Coalition (IBC), the project provides comprehensive HIV/AIDS
services in Private-Not-For Profit (PNFP) Health Care Facilities (HCFs) in
Kampala and Wakiso Districts.

Job Summary:   The Monitoring and Evaluation Officer –
Health Information System (HIS) spearheads data collection using manual and
electronic systems at PNFP supported facilities within the  Region, compilation and analysis of Surge and
APN data, support the technical teams in close monitoring of key advanced HIV
disease management aspects, liaising with district biostatisticians to ensure
that data from the PNFP subsector synchronized and entered into DHIS2 and
Hybrid templates for reporting to MOH, IDI and PEPFAR.

Key Duties and Responsibilities: 

  • Work with facility teams and the poject team in training and
    mentorship of facility M&E staff.
  • Support facilities to compile and submit weekly surge, APN, IPT and
    PMTCT reports.
  • Mentor and coach Facility teams and as well community partners on
    appropriate use of HMIS data collection tools for data recording.
  • Mentor facility records assistants and data volunteers on use of MoH
    recommended electronic patient monitoring systems (DHIS2, OpenMRS ,WAOS
    and TWOS) for data management and data aggregation to enhance timely
    reporting.
  • Support facilities to ensure completeness of entries into the
    openMRS, data cleaning and reporting.
  • Support facilities to ensure timely and accurate completion and
    submission of HMIS reports and other required reports to the district
    biostatisticians in the 2 districts of Kampala-Wakiso Region.
  • Train and mentor lower level facility staffs in computer packages
    that enhance program implementation and reporting.
  • Support the PNFP facilities in the region to conduct regular data
    quality assessment as per MoH DQA guidelines on data collected at health
    facilities and ensure regular feedback is given to ensure continuous
    improvement.
  • Mentor and coach facility staffs to summarize data collected
    (including finer age disaggregation) and how it can be displayed for use
    at both facility level and District level.
  • Perform periodic analysis on 
    HMIS data  to inform UEC-IBC
    Regional Project on the progress of activity implementation and/or change
    strategies to improve performance.
  • Generate narrative and quantitative reports for submission to the
    Prime Partner.
  • Effectively participate in district performance review meetings by
    ensuring availability of relevant data and documentation as a contribution
    from the PNFP subsector.
  • Support the SI/CQI advisor in compiling program reports
  • Any other duty as assigned by superiors

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s degree in
    Biostatistics/Statistics, Quantitative economics, Monitoring and
    Evaluation or its equivalent.
  • At least five years’ experience in Health Information Systems (HMIS,
    DHIS & OpenMRS).
  • Knowledge of common Statistical analysis and database management
    packages Ms Access, Ms Excel, STATA, SPSS, EPiDATA.
  • Good Knowledge of MER 2.3 PEPFAR indicators and PEPFAR reporting
    requirements.
  • Experience in HIV/AIDS related programming.
  • Self-motivation and result oriented.
  • Ability to monitor health Data collection and data entry into
    management systems and write good project reports and plans.
  • Good IT skills (generic applications, internal communications
    systems, and software packages to support M&E management)
  • Comprehensive knowledge of error resolution in data entry
  • Mentoring and coaching skills.
  • Graduate training in Public Health, health service management is an
    added advantage
  • Experience in working with Faith Based subsector is an added
    advantage.
